CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Apr 27 2022, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens, and Councilwoman Katrina Wilson. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. A motion made by Councilwoman Julien, seconded by Councilwoman Campbell, to excuse the absence of Vice Mayor Leon passed and carried by unanimous voice vote. 2. INVOCATION Councilman Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes - March 23, 2022 4.2. Regular City Council Meeting Draft Minutes – April 13, 2022 City Clerk Bataille withdrew the minutes from the Agenda. 5. ORDER OF BUSINESS Councilwoman Ighodaro requested Items 11.2, 11.3, and 11.8 be pulled from the Consent Agenda. A motion made by Councilman Stephens, seconded by Councilwoman Campbell, to approve the Agenda as amended passed and carried by a unanimous voice vote. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. 2022 LEGISLATIVE UPDATED BY SENATOR SHEVRIN JONES. State Senator Shevrin Jones appeared before the City Council to present a Legislative Update and answered questions posed by the City Council. Councilwoman Julien thanked Senator Jones for his service to the City. Councilman Stephens thanked Senator Jones for his service to the City. Councilwoman Wilson thanked Senator Jones for his assistance with the water utility matter. 6.2. SPECIAL PRESENTATIONS BY MAYOR RODNEY HARRIS. Mayor Harris recognized the City of Miami Gardens Junior College and presented the Senior class of the Junior College with laptops as to they go to college. Mayor Harris, on behalf of Miami-Dade County League of Cities, presented City Attorney Sonja Dickens with the Miami-Dade County League of Cities President's Municipality Award. Mayor Harris introduced Police Chief Noel-Pratt recognized Mr. Cornelius Miller for his efforts during an incident that took place at Love Cuts Hair Studio. 6.3. SPECIAL PRESENTATION TO RECOGNIZE PASTOR DARREN BENNETT. Councilwoman Julien, joined by the City Council, presented the Unsung Hero Award and City Commendation to Pastor Darren Bennet of Calvary Chapel North Miami, which is located in the City of Miami Gardens, for his continued community service. 7. PUBLIC COMMENTS Audry Ward, 3351 NW 139th Street, Miami Gardens, FL, appeared before the City Council and questioned whether the City Council individually visit the area they represent and shared hasn't received a response on the matters she has brought forward to the City Council. Jennifer Nijhove, 1731 NW 206th Street, Miami Gardens, FL, appeared before the City Council and thanked the City for the publication of the informational booklet. Ms. Nijhove questioned the following related to Formula 1 potential impact to the Lake Lucerne Community: 1. How are residents able to travel to work due to road closures caused by the Formula 1 Event? 2. Is there a plan in place to assist residents with returning to their community? Is there an emergency plan in place to allow emergency vehicle in the Lack Lucerne Community? Gale Cunningham, 19001 NW 14th Avenue Road, Miami Gardens, FL, appeared before the City Council and questioned whether the City Council has made a decision on the approval of the Special Events Permit for Formula 1. In addition, Ms. Cunningham shared concerns regarding full representation by the City Council and more particularly representation from Residential Area Seat 3. Lynette Hickenbottom, 20832 NW 25th Avenue, Miami Gardens, FL, appeared before the City Council and shared her discouragement with the way the Formula 1 litigation was handled. She continued to opine that she did not feel the Council was properly representing the residents. Lastly, she shared concerns with the inconvenience the Formula 1 event will bring to the area. Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL, appeared before the City Council and questioned whether the City Council has advised the City Manager on the issuance of the Special Events Permits for the Formula 1 Race. She continued to question when will the decision be made and documented on the status of said permit. Francis Ragoo, 889 NW 214th Street, #102, Miami Gardens, FL, appeared before the City Council and provided an overview on the upcoming Senior Arbor Day Event. Joanne Harris, Founder of Alliance of Musical Arts, appeared before the City Council and announced due to lack of funding and support they will no longer provide musical social service within the City of Miami Gardens. 8. ORDINANCE(S) FOR FIRST READING: 9. ORDINANCE(S) FOR SECOND READING/PUBLIC HEARING(S) 9.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, RELATING TO ELECTIONS, CALLING FOR 2022 SPECIAL ELECTION FOR PROPOSED CHARTER AMENDMENTS; PROVIDING FOR CLOSE OF ELECTION BOOKS; APPROVING THE OFFICIAL BALLOT FORM; PROVIDING FOR NOTIFICATION; PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE. City Clerk Bataille provided a brief overview of the Item and indicated Item 11.8 is a companion item to this Ordinance. RESOLUTION(S)/PUBLIC HEARING(S) 11. CONSENT AGENDA: 11.1. Answering a question posed by Councilwoman Ighodaro, City Manager Benson confirmed the budget for the Juneteenth Celebration is $80,000. Answering a question posed by Councilman Stephens, City Manager Benson confirmed the event was budgeted as part of the approval of the City Budget. City Manager Benson made it known the event would be a one day event. Attorney Dickens further explained this Item is not to approve the event as the event was approved through the budget process. This Item provides necessary purchasing authority to the City Manager similar to how we handle Jazz in the Gardens in order to execute the event. Answering a question posed by Councilwoman Ighodaro, City Manager Benson indicated this item does not change the vendor for the City Red Light Camera Program. He added this item provides the City ownership of the program should something happen to the vendor. Answering a question posed by Councilwoman Campbell, City Attorney Dickens indicated due to the potential growth and development of the City it may be necessary to review residential population to ensure equitable representation. QUASI-JUDICIAL ZONING HEARINGS/JENNINGS DISCLOSURE: Planning and Zoning Directors Nakeischea Smith provided the procedures for Quasi-Judicial Zoning Hearing. Mayor Harris opened the floor for public comment. There being no public comments, Mayor Harris closed the floor. A motion was made by Councilman Stephens, seconded by Councilwoman Campbell, to approve the Resolution. City Manager Benson provided an overview of the Item and recommended approval. There being no further discussion, Mayor Harris called the question. 14. REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK (3 MINUTES EACH) City Manager Benson recognized Public Works Director Tom Ruiz who completed his president tenure of the American Public Works Association City Manager Benson recognized Police Chief Noel-Pratt for recently receiving Community Service Award from Mount Sinai and was recognized by the National Women in Law Enforcement Executives. City Manager Benson recognized Vernita Nelson for her twenty years of service to the organization Delta Sigma Theta Sorority, Incorporated. City Attorney Dickens thanked the City Council and staff as she dealt with the passing of her mother. 15. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES EACH) Councilman Stephens made it known that the City Council does not approve Special Events Permits as it is an administrative function. Councilwoman Wilson reported on the following sponsored initiatives:  Meet Me Monday  Quarterly Clean Up  HBCU Sports and Scholastic Combine Event  2nd Annual Juneteenth Event  Miami Gardens Street Fair and Market Place Mayor Harris wished all the mothers a Happy Mother's Day.
