City Council Minutes
March 23, 2022
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Mar 23 2022, beginning at 07:00:00 PM, in the Council Chambers, 18605 NW
27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Rodney Harris,
Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman
Linda Julien, Councilman Robert Stephens, and Councilwoman Katrina Wilson.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.
A motion was made by Mayor Harris, seconded by Councilwoman
Campbell, to excuse the absence of Councilwoman Shannan Ighodaro.

Councilman Stephens delivered the Invocation.

4. APPROVAL OF MINUTES
4.1. Regular City Council Meeting Draft Minutes –March 9, 2022
City Clerk Bataille withdrew the minutes from the Agenda.
5. ORDER OF BUSINESS
The Agenda was approved by consensus.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6.1. SPECIAL PRESENTATION TO THE DEMOCRATIC WOMEN'S CLUB
OF MIAMI GARDENS.
Vice Mayor Leon was joined by the City Council in recognizing the
Democratic Women's Club of Miami Gardens for their ten years of service
within the community.
Janice Coakley, Presidents of the Democratic Women's Club of Miami
Gardens, provided an overview on the organization and thanked Vice
Mayor Leon along with the City Council for their recognition.
Pat Wright, Vice President of the Democratic Women's Club of Miami
Gardens, encouraged members of the public to join the organization and
let it be known they are available to assist the City Council as needed.

Vice Mayor Leon was joined by Mayor Harris and Councilman Stephens
in recognizing the women leadership staff within the City of Miami
Gardens for International Women's Day.
7. PUBLIC COMMENTS
Tania Andre, 1418 NW 208th Street, Miami Gardens, FL, appeared before the
City Council and shared her excitement for living and working within the City of
Miami Gardens. She continued to question how much the City has budged for
traffic calming devices, what is the actual cost for traffic calming devices, and
how many traffic calming devices can be installed within a year based on the
budget. She shared concerns with the speeding taking place within her
neighborhood.
Rea Hughes, 3335 NW 185th Street, Miami Gardens, FL, appeared before the
City Council and requested the Council reconsider the high end events within
the budget. She shared concerns with how tax payer dollars are spent and
shared the following request made by constituents that should be considered
instead:
1. Hiring additional code enforcement officers.
2. Purchasing a digital signage display board on the 27th Avenue Corridor.
3. One-time mail out informational pamphlet.
Audry Ward, 3351 NW 189th Street, Miami Gardens, FL, appeared before the
City Council and shared concerns regarding traffic and speeding along 189th
Street.
Gale Cunningham, 19001 NW 14th Avenue Road, Miami Gardens, FL, appeared
before the City Council and thanked everyone who continued to answer/respond
to her countless emails and calls. She continued to urge the City Council to
maintain constant communication with constituents on their concerns.
Claudia Issom, 2483 NW 179th Street, Miami Gardens, FL, appeared before the
City Council and shared concerns about speeding along NW 179th Street.
Janice Coakley, 19681 NW 33rd Avenue, Miami Gardens, FL, appeared before
the City Council and shared concerns regarding speeding along 33rd Avenue.
She continued to request more police patrol in the area. In addition, she
requested the City send out information concerning road closures in connection
with Formula 1.
Loyola Evans, 19440 NW 7th Avenue, Miami Gardens, FL, appeared before the
City Council and referenced the City of Miami Gardens Beautification Program.
She shared concerns that a mass mailer was not sent to the residents
concerning this project as she did not get an opportunity to participate in this
program. In addition, she has reached out to the City to take part of the pressure
washer services and still has not received a response from the City.

8. ORDINANCE(S) FOR FIRST READING:
8.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AMENDING CHAPTER 2, ARTICLE II, SECTION
2-49 OF THE CODE OF ORDINANCES RELATING TO REGULAR
MEETINGS OF THE CITY COUNCIL; PROVIDING FOR ADOPTION OF
REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT;
PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION
IN CODE; PROVIDING AN EFFECTIVE DATE.
Vice Mayor Leon provided an overview on the intent of this Ordinance.
A motion was made by Councilman Stephens, seconded by
Councilwoman Campbell, to approve the Ordinance on First
Reading.
There being no further discussion, Mayor Harris called the question.
A motion offered by Councilman Stephens, seconded by
Councilwoman Campbell, to approve the Ordinance on First
Reading passed and carried by a 6 to 0 roll call vote of the City
Council.

GARDENS, FLORIDA, AMENDING CHAPTER 6 “BUSINESSES”,
ARTICLE V- “SALE OF MERCHANDISE”; SECTION- 6-195 “SELLING,
SERVING, VENDING, SOLICITING IN PUBLIC RIGHTS-OF- WAY
GENERALLY” OF THE CODE OF ORDINANCES TO REGULATE THE
SALE OR DISTRIBUTION OF MERCHANDISE, GOODS, OR WARES
ON CITY STREETS AND SIDEWALK BY VENDORS, PEDDLERS, AND
STREET TICKET SELLERS IN THE CLEAN ZONE DURING CLEAN
ZONE PERIOD FOR THE ANNUAL FORMULA 1 MIAMI GRAND PRIX
AND RELATED ACTIVITIES; PROVIDING FOR ADOPTION OF
REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT;
PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION
IN CODE; PROVIDING AN EFFECTIVE DATE.
City Manager Benson provided an overview on the Item.

A motion was made by Councilwoman Julien, seconded by
Councilwoman Stephens, to approve this Ordinance on First
Reading.
Answering a question posed by Councilman Stephens, City Manager
Benson indicated the parameter of the clean zone is the areas around
and the grounds of Hard Rock Stadium.
There being no further discussion, Mayor Harris called the question.
A motion offered by Councilwoman Julien, seconded by
Councilman Stephens, to approve the Ordinance on First Reading
passed and carried by a 6 to 0 roll call vote of the City Council.

NATIONAL KIDNEY MONTH IN THE CITY OF MIAMI GARDENS;
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;

11.5. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI

AGREEMENT FOR THE ACCEPTANCE OF A 2022 GREEN MIAMI-
DADE COUNTY MATCHING GRANT WITH MIAMI DADE COUNTY
AND TO TAKE ANY AND ALL STEPS NECESSARY TO ACCEPT
GRANT FUNDS IN THE AMOUNT OF EIGHTEEN THOUSAND SIX
HUNDRED-TWELVE DOLLARS ($18,612) TO SUPPORT THE CITY’S
“COMMUTE A TREE PROGRAM”; A COPY OF WHICH IS ATTACHED
HERETO AS EXHIBIT “A”; AUTHORIZING MATCHING FUNDS IN THE

EXECUTE THAT CERTAIN INTERLOCAL AGREEMENT WITH MIAMI
DADE COUNTY, A COPY OF WHICH IS ATTACHED HERETO AS
EXHIBIT “A”, TO ASSUME CERTAIN TRAFFIC CONTROL AND
ENGINEERING SERVICES TO INCLUDE THE INSTALLATION AND
MAINTENANCE OF TRAFFIC CALMING DEVICES PERTAINING TO
ITS LOCAL MUNICIPAL STREETS; PROVIDING FOR THE ADOPTION
OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
11.7. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO
TERMINATE THE DESIGN BUILD AGREEMENT WITH ENCO, LLC
AND NEGOTIATE AND EXECUTE AN AGREEMENT WITH GULF
BUILDINGS, LLC, FOR THE DESIGN, CONSTRUCTION, AND
RECONSTRUCTION OF BENNETT LIFTER PARK; PROVIDING FOR
THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
A motion made by Vice Mayor Leon, seconded by Councilwoman
Campbell, to approve the Consent Agenda passed and carried by a
6-0 voice vote.

Planning and Zoning Director Nakeischea Smith provided the rules for Quasi-
Judicial Hearing.
City Clerk Bataille administered the oath of truthfulness to all interested parties.

There being no comments Mayor Harris closed the floor.
A motion was made by Vice Mayor Reggie Leon, seconded by
Councilwoman Campbell, to approve the Ordinance on Second
Reading.
Director Smith indicated there has been no changes to Ordinance on
Second Reading and recommended approval.
There being no further discussion, Mayor Harris called the question.

Reading passed and carried by a 6 to 0 roll call vote of the City

City Manager Benson introduced the City's new Accreditation Manager
Ms. Whitney Harris.
City Manager Benson reported City Administration and Directors
participated in Emergency Management Training.
City Manager Benson reported on the recent hiring within the Police
Department.
City Manager Benson acknowledge Assistant City Manager Vernita
Nelson for her work on the 15th Annual Jazz in the Gardens.
14.2. General Obligation Bond Quarterly Report

Councilman Stephens acknowledge Assistant City Manager Vernita Nelson for
her work on Jazz in the Gardens and the work Councilwoman Wilson is doing
with her Miami Gardens Street Fair.
Councilman Stephens continued to report on the following initiatives:

Councilwoman Julien reported on the following initiative:

Councilwoman Campbell acknowledge Assistant City Manager Vernita Nelson,

Donnie McClurkin concert at the Adrienne Arsht Center
Writing the History of the City Project
Vice Mayor Leon acknowledge staff for their work with Jazz in the Gardens.
Mayor Harris acknowledge Assistant City Manager Nelson for her work on Jazz
in the Gardens.
Referencing Items 11.6, Mayor Harris stated the City plans to address the
concerns regarding traffic within the City.
Mayor Harris reported on the following sponsored initiatives:
Citizen's Academy
Mayor Harris recommended anyone interested in serving on City advisory
boards to apply to serve.
