HomeMy WebLinkAbout2022-084-3797_-_Affordable_Housing_Advisory_Committee_(AHAC)_Report_-_Adopted_-_PdfRESOLUTION NO. 2022-084-3797 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, APPROVING OF THE DECEMBER 2021 CITY OF MIAMI GARDENS STATE HOUSING INITIATIVE PARTNERSHIP (SHIP) AFFORDABLE HOUSING ADVISORY COMMITTEE (AHAC)INCENTIVE STRATEGIES REVIEW REPORT, A COPY OF WHICH IS ATTACHED HERETO AS EXHIBIT “A”; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City receives an annual allocation of State Housing Initiatives Partnership (SHIP) funding, which is contingent upon an active Affordable Housing Advisory Committee (AHAC) whose purpose is to evaluate and make recommendations on affordable housing activities and incentives to the City Council, and WHEREAS, pursuant to Chapter 420.9076 of the Florida Statutes, all communities that participate in the SHIP program and may receive over Three Hundred and Fifty Thousand Dollars ($350,000) are required to convene a local housing advisory committee to be eligible for continued funding, and WHEREAS, the AHAC shall submit a report to the local governing body that includes recommendations on affordable housing incentive strategies and recommendations, if any, will update the current affordable housing incentives contained in the City’s Local Housing Assistance Plan (LHAP), which was adopted on June 12, 2019, by Resolution No. 2019-138-3267, and WHEREAS, the AHAC met in December 2021 to discuss, review and make recommendations and found that the City, currently, has two (2) incentives in place as part of the LHAP, and WHEREAS, those incentive strategies are as follows: 1) Expedited Review - The processing of approvals of development orders or permits for affordable housing projects is expedited to a greater degree than other projects. 2) Ongoing Review - The establishment of a process by which a local government considers, before adoption, policies, procedures, ordinances, regulations, or plan provisions that increase the cost of housing. WHEREAS, City Staff recommends that the City Council approve the December 2021 AHAC report on affordable housing incentive strategies, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AS FOLLOWS: Resolution No. 2022-084-3797 DocuSign Envelope ID: 42791FF7-F3E1-4179-BA96-681CEEAA93FD Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas paragraphs are hereby ratified and confirmed as being true, and the same are hereby made a specific part of this Resolution. Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens hereby approves of the December 2021 City of Miami Gardens State Housing Initiative Partnership (SHIP) Affordable Housing Advisory Committee (AHAC) Incentive Strategies Review Report, a copy of which is attached hereto as Exhibit “A”. Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon its final passage.
