A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, APPOINTING MIMI V. TURIN TO
SERVE AS A LOCAL HEARING OFFICER/ SPECIAL MASTER
FOR RED LIGHT CAMERA HEARINGS FOR A TWO (2) YEAR
TERM; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens has established a Red Light Camera
Program in the City, and
WHEREAS, pursuant to Florida Statutes Chapter 316.0083, a municipality electing
to utilize a red light camera traffic safety program must designate by resolution a local
hearing officer, and
WHEREAS, in light of the statute, the Code of Ordinances for the City of Miami
Gardens provides that all appeals of red light camera infractions are to be heard by
Special Master, and
WHEREAS, in accordance with Section 8-23(a) of the City’s Code of Ordinances,
Special Masters appointments are recommended by the City Attorney, but are appointed
by City Council, and
WHEREAS, Mimi V. Turin previously served as a Special Master for the City of
Miami Gardens in various other areas for a number of years and continues to meet the
qualifications set forth in section 8-23 (a) of the Code of Ordinances, and
WHEREAS, the City Attorney recommends the City Council appoint Mimi V. Turin
to serve as a local hearing officer/ Special Master for red light camera hearings for a two
(2) year term effective from the date of this Resolution,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: APPOINTMENT: The Council of the City of Miami Gardens hereby
appoints Mimi V. Turin to serve as a local hearing officer/ Special Master for red light
camera hearings for a two (2) year term effective from the date of this Resolution.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
