CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Jun 08 2022, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman Linda Julien, Councilman Robert Stephens, and Councilwoman Katrina Wilson. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilwoman Katrina Wilson delivered the Invocation. 3. PLEDGE OF ALLEGIANCE 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes - May 11, 2022 4.2. Regular City Council Meeting Draft Minutes – May 25, 2022 City Clerk Bataille withdrew the minutes from the Agenda. 5. ORDER OF BUSINESS City Clerk Bataille withdrew Item 6.1 from the Agenda. Councilwoman Campbell added 6.2 to Special Presentation. Councilwoman Campbell withdrew 11.2 from the Consent Agenda. Motion made by Vice Mayor Leon, seconded by Councilman Stephens, to approve the agenda as amended by a unanimous voice vote. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. LEGISLATIVE UPDATE BY STATE REPRESENTATIVE CHRISTOPHER BENJAMIN This item was withdrawn. 6.2. SPECIAL PRESENATION BY COUNCILWOMAN CAMPBELL. PUBLIC COMMENTS Christine Malcolm, 18910 NW 31st Avenue appeared before the council and resurfaced her previous concerns she brought before the City Council at the May 28th council meeting regarding the lack of information given to residents regarding fourteen-plus walkable parking lots that were embedded in the community on the weekend of Formula 1. She stated that the City has the appropriate resources to disseminate this type of information to residents but did not do so efficiently. She also stated that there was lack of information on the spaces being used as parking lots. She also spoke on previous statements made by a council member regarding her concerns. Rea Hughes, 3335 NW 180th Street, of Myrtle Grove community, appeared before the council and thanked to Mr. Tom Ruiz for answering her email on June 4th concerning the flood watch in the canal possibly overflowing on 180th street and 32nd avenue. However, when Mr. Ruiz forwarded her email to the county to no avail, she expressed her concern of the lack of response the county. She also expressed concerns on the city not providing distribution of sand bags to residents who were affected by the recent flood and addressing residents’ concerns on the policing of the city in regards to protecting residents. Lastly, she thanked Vice Mayor Leon on his services during the Andover Park ribbon cutting event. Audry Ward, 3351 NW 189th Street, appeared before the council and questioned the moratorium located on the gas station on 167th street: 1. Exactly how would the proposed ornaments impact any further development of gas stations in Miami Gardens? 2. Why was there no change in setbacks of butting commercial or industrial use or zone? Gale Cunningham, 19001 NW 14th Avenue Road, appeared before the council and thanked the City Council and City Staff for all their support and assistance with helping residents understand what’s happening in the city. She also thanked the police chiefs for their help. Jordan Owens, 151 NE 209th Terrace, appeared before the council to propose a new infrastructure and/or application that he designed to enhance city residents’ “digital experience” with the community to help generate revenue for the municipality. Cornelius Lee, 20469 NW 9th Court, appeared before the council to express his concerns regarding developers, in the Coconut Cay area of the Andover community, that’s been there for a few years. He expressed that residents have no information about the developers and residents have seen a few violations. In addition, he mentioned that the city donated approximately four acres of land to be developed into a park for the surrounding community. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, ALLOCATING FUNDS FROM COUNCILWOMAN LINDA JULIEN'S PUBLIC AFFAIRS ACCOUNT IN AN AMOUNT NOT TO EXCEED TWO THOUSAND DOLLARS ($2,000.00), FOR THE SPONSORSHIP OF FOUR YOUTHS IN THE ROYAL REBELS ALL STARS CHEER PROGRAM; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. 11.5. QUASI-JUDICIAL ZONING HEARINGS/JENNINGS DISCLOSURE: Planning and Zoning Director Nakeischea Smith provided the Quasi-Judicial Hearing Procedures and Rules. Mayor Harris opened the floor for public comment. There being no comment, Mayor Harris closed the floor. Planning and Zoning Director Smith provided an overview on the Item. Attorney Dickens brief the Council on the setbacks established by this Ordinance. A motion was made by Vice Mayor Leon, seconded by Councilman Stephens, to approve the Ordinance on Second Reading. There being no further discussion, Mayor Harris called the question. A motion offered by Vice Mayor Leon, seconded by Councilman Stephens, to approve on First Reading passed and carried by a 6 to 0 roll call vote of the City Council. Saturday  Hurricane Supply Giveaway Councilwoman Julien recognized all the graduating students of the City of Miami Gardens. Councilwoman Campbell reported on the following initiatives, meetings, and events:  Young Voices Poetry Competition  Bahas Reunion Councilwoman Wilson reported on the following initiatives, meetings, and events:  HBCU Scholastic Combine  Meet Me Monday  Street Fair and Marketplace Mayor Harris reported on the following initiatives, meetings, and events:  Young Voices Poetry Competition  Father's Day BBQ Mayor Harris thanked the police department for their continue efforts in protecting the residents of this City. 16.
