CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Oct 13 2021, beginning at 07:00:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens, and Councilwoman Katrina Wilson. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. Motion made by Councilman Stephens, seconded by Councilwoman Julien, to excuse the absence of Mayor Harris was approved by unanimous voice vote of the members present. 2. INVOCATION Councilman Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE Recited in unison. 4. APPROVAL OF MINUTES 4.1. Special City Council Meeting/1st Budget Hearing - September 8, 2021 4.2. Special City Council Meeting/2nd Budget Hearing - September 22, 2021 A motion offered by Councilman Stephens, seconded by Councilwoman Wilson, to approve the minutes passed and carried by a 6 to 0 roll call vote of the City Council. ORDER OF BUSINESS Councilwoman Wilson pulled 11.3 from the Consent Agenda. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 7. PUBLIC COMMENTS Gale Cunningham, Miami Gardens, FL, appeared before the City Council and encouraged the City Council to make appointments to the various advisory boards. Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL, appeared before the City Council and spoke on her graduation of the Miami Gardens Citizen Academy. She requested when will the City continue to enforce the laws of the City. Ashley Carter, 20535 NW 2nd Avenue, Miami Gardens, FL, appeared before the City Council and spoke in support of Item 11.1. She also shared information on non-profit organization Eat Well Exchange Inc. and partnerships with the City of Miami Gardens. 8. ORDINANCE(S) FOR FIRST READING: 8.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AMENDING CHAPTER 2 ARTICLE VII OF THE CODE OF ORDINANCES RELATING TO LOBBYING; PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION IN CODE; PROVIDING AN EFFECTIVE DATE. City Attorney provided an overview on the Item. A motion was made by Councilman Stephens, seconded by Councilwoman Julien, to approve the Ordinance on first reading. There being no further discussion, Vice Mayor Leon called the question. A motion offered by Councilman Stephens, seconded by Councilwoman Julien, to approve the Ordinance on First Reading passed and carried by a 6 to 0 roll call vote of the City Council. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, ALLOCATING FUNDS FROM COUNCILWOMAN LINDA JULIEN'S PUBLIC AFFAIRS ACCOUNT IN AN AMOUNT NOT TO EXCEED THREE THOUSAND FIVE HUNDRED DOLLARS ($3,500.00), FOR THE MIAMI FOUNDATION’S 10TH ANNUAL GIVE MIAMI DAY TAKING PLACE ON NOVEMBER 18TH, 2021; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. 11.2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER AND THE CITY CLERK TO EXECUTE AND ATTEST, RESPECTIVELY THAT CERTAIN INTERLOCAL AGREEMENT WITH MIAMI-DADE COUNTY FOR THE ILLEGAL DUMPING PILOT PROGRAM; A COPY OF WHICH IS ATTACHED HERETO AS EXHIBIT “A”; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, RELATING TO THE ANDOVER STREET LIGHTING IMPROVEMENT SPECIAL TAXING DISTRICT AND THE DocuSign Envelope ID: F44C527D-68D8-4A2E-B169-040501B3130B Page 4 of 6 Regular City Council Meeting October 13, 2021 ANDOVER 1ST ADDITION STREET LIGHTING IMPROVEMENT SPECIAL TAXING DISTRICT, ATTACHED HERETO AS EXHIBIT "A"; REQUESTING THAT MIAMI-DADE COUNTY AMEND THE BOUNDARIES OF THE SPECIAL TAXING DISTRICTS; REQUESTING THAT MIAMI-DADE COUNTY TRANSFER THE AMENDED ANDOVER STREET LIGHTING IMPROVEMENT SPECIAL TAXING DISTRICT TO THE CITY OF MIAMI GARDENS IN ACCORDANCE WITH SECTION 18- 3.1 OF THE CODE OF MIAMI-DADE COUNTY; APPROVING AND AUTHORIZING EXECUTION AN AMENDED INTERLOCAL AGREEMENT FOR THE TRANSFER; REQUESTING RATIFICATION OF THE CITY'S ADMINISTRATION OF THE SPECIAL TAXING DISTRICTS; WAIVING THE ELECTION REQUIREMENT BY TWO- THIRDS VOTE OF THE CITY COUNCIL MEMBERS PRESENT; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. A motion offered by Councilwoman Julien, seconded by Councilwoman Campbell, to approve the Consent Agenda passed and carried by a 6 to 0 voice vote of the City Council. 12. RESOLUTION(S) 12.1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER AND THE CITY CLERK TO EXECUTE AND ATTEST, RESPECTIVELY THAT CERTAIN INTERLOCAL AGREEMENT WITH MIAMI-DADE COUNTY FOR THE ILLEGAL DUMPING PILOT PROGRAM; A COPY OF WHICH IS ATTACHED HERETO AS EXHIBIT “A”; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Councilwoman Wilson commended the hard work Miami Dade County Vice Chairman Oliver Gilbert has done with getting this program approved at the County level and the City Manager for bringing this item forward. Councilwoman Wilson continued to speak in support of this item and how this program will have a positive affect in Residential Area Seat 4. A motion was made by Councilwoman Wilson, seconded by Councilwoman Campbell, to approve the item. There being no further discussion, Vice Mayor Leon called the question. QUASI-JUDICIAL ZONING HEARINGS/JENNINGS DISCLOSURE: 13.1 ORDINANCES ON FOR FIRST READING/PUBLIC HEARING(S): 13.2 ORDINANCES ON FOR SECOND READING/PUBLIC HEARING(S) 13.3 RESOLUTION(S)/PUBLIC HEARING(S) 14. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES EACH) Councilwoman Julien announced the upcoming deadline for the Hispanic Heritage Essay Contest and encouraged everyone to donate toward the Haitian Relief Program. Councilwoman Julien provided a report on the Economic Development Conference and requested the City Manager develop an Economic Development Plan which provides job creation goals, the use of the City's CRA, small business advancement, and local business advancements. Additionally, she recommended the City explore Public-Private Partnership and Public-Public Partnerships as it relates to economic development. Councilwoman Campbell thanked everyone for their prayers and support with former Councilman Campbell. Councilwoman Campbell announced her upcoming Town Hall Meeting. Vice Mayor Leon thanked the office of Civic Engagement for their efforts as it relates to COVID-19 prevention. On behalf of Mayor Harris, Vice Mayor Leon congratulated Rea Hughes and Cassandra Thomas for completing the Miami Gardens Citizen Academy. Vice Mayor Leon announced the upcoming Breast Cancer Awareness Survivors Brunch. 16. WRITTEN REQUESTS, PETITIONS & OTHER WRITTEN COMMUNICATIONS FROM THE PUBLIC 17.
