CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Dec 08 2021, beginning at 07:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens, and Councilwoman Katrina Wilson. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilman Robert Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE 4. APPROVAL OF MINUTES 4.1 Regular City Council Meeting Draft Minutes – October 27, 2021 to approve the minutes 4.2. Special City Council Meeting Draft Minutes - November 10, 2021 City Clerk Bataille withdrew the minutes from the Agenda. 5. ORDER OF BUSINESS Councilwoman Campbell requested 11.4 and 11.5 be pulled from the Consent Agenda. A motion made by Councilman Stephens, seconded by Councilwoman Campbell, to approve the Agenda as amended passed and carried by a unanimous voice vote. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. SPECIAL PRESENTATION BY COUNCILMAN ROBERT STEPHENS, III Councilman Robert Stephens recognized three residents for their assistance in rendering aide to a gunshot victim which ultimately saved his life. 7. PUBLIC COMMENTS Audrey Ward 3351 NW 189th Street, appeared before the City Council and shared concerns with traffic issues on NW 189th Street. Gale Cunningham, 19001 NW 14th Avenue Road, Miami Gardens, FL, appeared before the City Council and shared concerns on the delays of renovations of Myrtle Grove. She continued to speak in support of a gymnasium and in opposition of a pool. Gwendolyn Davis, 3375 NW 108th Street, Miami Gardens, FL, appeared before the City Council and shared concerns on the delay of the Myrtle Grove Park renovation. She continued to urge the City Council to move forward with ground breaking with current plans and spoke in opposition of a pool. Wanetta Connor, 3031 NW 183rd Street, Miami Gardens FL, appeared before the City Council and requested the City Council move forward with the renovations of Myrtle Groove Park. Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL, appeared before the City Council and shared concerns on the delay of the Myrtle Grove Park renovation. She continued the City move forward with the current renovation plans. Leroy Witherspoon, 20725 NW 9th Court, #104, Miami Gardens, FL, submitted written communication concerning Myrtle Groove Park where indicated his support for a gymnasium and in opposition of a pool 8. A motion was made by Vice Mayor Leon, seconded by Councilwoman Campbell, to approve this Item on First Reading. There being no further questions, Mayor Harris called the question. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, ESTABLISHING THE MIAMI GARDENS INTERNET FOR ALL INITIATIVE; AUTHORIZING THE CITY MANAGER TO TAKE ANY AND ALL STEPS NECESSARY TO IMPLEMENT THE INTENT AND PURPOSE OF THIS RESOLUTION; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Answering a question posed by Councilwoman Campbell, Councilman Stephens indicated this program would be beneficial to all residents and continued to explain the community benefit of this Item. Councilwoman Campbell recommended Councilman Stephens consider establishing an Ad Hoc Committee to look into this as she believes the school board may already have a program in place. Answering a question posed by Councilwoman Campbell, City Manager Benson indicated the City Council will receive a report on the data collected by the vendor. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, APPROVING THE 2022 LEGISLATIVE PROGRAM FOR THE CITY; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. QUASI-JUDICIAL ZONING HEARINGS/JENNINGS DISCLOSURE: Planning & Zoning Director Nakeischea Smith provided the rules for Quasi- Judicial Hearing. 13.1. Planning and Zoning Director Nakeischea Smith presented the item and indicated staff recommends the City Council approves the Item. A motion was made by Vice Mayor Leon, seconded by Councilwoman Julien, to approve the Item on First Reading. Councilman Stephens, Councilwoman Wilson, Councilwoman Campbell, and Mayor Harris affirmed ex-parte communication on the Item and affirmed their decision on the Item will be solely based on the evidence presented during this hearing. Mayor opened the floor for public comment. There being no public comments, Mayor Harris closed the floor. Albert P. Childress, Associate Vice President of St. Thomas University, indicated that St. Thomas is requesting for a rezoning. While the University would love to keep the property it is unfortunate that the property is in a geography disadvantage location in terms of further development of the campus as any development would be disjointed to main development of the campus. Answering a question posed by Councilwoman Campbell, Mr. Childress indicated there was no community meeting concerning the Item. Answering a question posed by Councilwoman Campbell, City Manager Benson made it known he did not have any prior conversation with the president of St. Thomas concerning the item before it was brought before the City Council. Answering a question posed by Councilwoman Campbell, Mr. Childress further explained it would be an advantage to the university to rezone the property from residential to commercial. Hope Calhoun, representing the applicant, referencing the City Council back-up information indicated the rezoning application does satisfy the rezoning criteria and requested the City Council vote on the item this evening. Councilwoman Wilson shared concern on how approval of the item would affect quality of life and stated it is the City Council responsibility to examine this item ever further. 13.2. Councilwoman Campbell announced the upcoming events/meetings hosted by her office:  Holiday Ole School Car Show on December 8, 2021 at 10:00 AM at Betty T. Ferguson Recreational Complex.  Holiday Toy Drive on December 20, 2021 at 10:00 AM at Buccaneer Park. Councilwoman Campbell made it known she has no problem working with any members of the City Council however Sunshine Law prohibits Council Members from communicating with each other privately. Councilwoman Campbell encouraged the City Council to hold a workshop to plan the 2022 event calendar so that they are not overlapping and competing events. Councilwoman Wilson reflected on 2021 and how the City has been able to move forward and proud of the work the City has done. She continued to report on the roadway improvements taking place in residential area seat 4. Councilwoman Wilson announced the First HBCU Scholastic Combine. Councilwoman Wilson reported on the toy donations her office will provide to the local schools. Councilwoman Wilson indicated she will continue to meet with the Myrtle Grove Community to explore the options on the renovation of Myrtle Grove Park. Vice Mayor Leon spoke in support of the Council creating an events calendar. Vice Mayor Leon continued to report on the recent growth of the City and how we should adapt to the growth of the City. Vice Mayor Leon made it known Calder Race Casino will hold a Community Meeting to discuss their future developments on December 29, 2021 at 6:00 PM. Vice Mayor Leon reported on the vaccination and testing sites within the City. Mayor Harris reflected on 2021 and the growth of the City. 16.
