CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Jan 12, 2022, beginning at 07:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens, and Councilwoman Katrina Wilson. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilman Robert Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes – October 27, 2021 4.2. Regular City Council Meeting Draft Minutes - November 10, 2021 4.3. Regular City Council Meeting Draft Minutes - December 8, 2021 City Clerk Bataille withdrew the minutes from the Agenda. 5. ORDER OF BUSINESS City Manager Benson requested a Special Presentation by the City Manager be added as Item 6.1. A motion made by Vice Mayor Leon, seconded by Councilwoman Campbell, to approve the Agenda passed and carried by a unanimous voice vote. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. SPECIAL PRESENTATION BY THE CITY MANAGER. City Manager Benson introduced the recently hired Police Cadets who are participating in the police academy. In addition, Mr. Benson briefed the City Council on the recent hires within the Police Department. 7. PUBLIC COMMENTS DocuSign Envelope ID: 14781515-0D1A-4942-B842-7F1F6E3F7748 Page 2 of 8 January 12, 2022 Regular City Council Meeting Rea Hughes, 3335 NW 188th Street, Miami Gardens, FL, appeared before the City Council referencing the most recent Meet Me Monday hosted by Councilwoman Wilson concerning Code Enforcement Officers, requested the City Council consider scaling down events during the budget process and redirecting those funds for the hiring of Code Enforcement Officers. Zake Lett, 3335 NW 180th Street, Miami Gardens, FL, submitted written communication referencing Myrtle Grove Park and spoke in opposition of constructing a pool while in support of constructing a gymnasium. 8. ORDINANCE(S) FOR FIRST READING: 9. ORDINANCE(S) FOR SECOND READING/PUBLIC HEARING(S) 9.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AMENDING CHAPTER 2 OF THE CODE OF ORDINANCES ENTITLED “PURCHASING” TO CREATE ARTICLE IX - DIVISION 7 ENTITLED “PUBLIC-PRIVATE PARTNERSHIPS”; PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION IN CODE; PROVIDING FOR AN EFFECTIVE DATE. Mayor Harris opened the floor for public comments. There being no comments, Mayor Harris closed the floor. City Manager Benson indicated there were no changes on the Item on second reading. A motion was made by Vice Mayor Leon, seconded by Councilman Stephens to approve the item on second reading. There being no further discussion, Mayor Harris called the question. A motion offered by Vice Mayor Leon, seconded by Councilman Stephens, approve the Ordinance on Second Reading passed and carried by a 7 to 0 roll call vote of the City Council. QUASI-JUDICIAL ZONING HEARINGS/JENNINGS DISCLOSURE: 13.1 ORDINANCES ON FOR FIRST READING/PUBLIC HEARING(S): Nakeischea Smith read into the record the rules for Quasi-Judicial proceedings. 13.1.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AMENDING ARTICLE IX SEC. 34-287- TABLE 1 OF THE LAND DEVELOPMENT REGULATIONS TO CREATE A USE FOR RETAIL SALES DISCOUNT; PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION IN CODE; PROVIDING AN EFFECTIVE DATE. City Clerk Bataille administered the oath of truthfulness to all interested parties. Mayor Harris opened the floor for public comment. There being no public comment, Mayor Harris closed the floor. Councilman Stephens provided an overview on the item. Councilwoman Julien spoke in support of the item and the value (importance) this item bring towards economic development. Therefore she requested to be a co-sponsor on the item. Councilman Stephens agreed. A motion was made by Vice Mayor Leon, seconded by Councilman Stephens, to approve the Item on First Reading. There being no further discussion, Mayor Harris called the question. Representative on behalf of the applicant appeared before the City Council and requested the item be deferred to the February 23, 2022. A motion to defer the item was made by Vice Mayor Leon, seconded by Councilwoman Julien, to defer the item to February 23, 2022 at 7:00 PM passed and carried by a unanimous voice vote. 13.1.3. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, APPROVING THE APPLICATION SUBMITTED BY ARTURO GRIEGO ON BEHALF OF MOUNT HOPE CHURCH, FOR THE REZONING OF PROPERTY LOCATED AT 15525-15555 NW 22ND AVENUE IN MIAMI GARDENS, FLORIDA 33054, MORE PARTICULARLY DESCRIBED IN EXHIBIT “A” ATTACHED HERETO, FROM NEIGHBORHOOD COMMERCIAL (“NC”) TO R-15 MULTIPLE FAMILY DWELLING RESIDENTIAL (“R-15”); PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION IN CODE; PROVIDING AN EFFECTIVE DATE. Furthermore, he indicated as a result of the Community Meeting the applicant will complete a number of studies and hold another Community Meeting to go over the results of these studies. Therefore, the applicant is requesting the item be deferred until the February 23, 2022 at 7:00 PM. A motion made by Vice Mayor Leon, seconded by Councilman Stephens, to defer the item to February 23, 2022 at 7:00 PM passed and carried by a unanimous voice vote. 13.2 ORDINANCES ON FOR SECOND READING/PUBLIC HEARING(S) 13.3 RESOLUTION(S)/PUBLIC HEARING(S) 13.3.1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, APPROVING THE WAIVER OF MINIMUM REQUIREMENTS FOR RECREATION/PLAY AREAS FROM 42,000 SQUARE FEET TO 1,634 SQUARE FEET FOR THAT CERTAIN PROPERTY LOCATED AT 18441 NW 2ND AVENUE, MIAMI GARDENS, FLORIDA, MORE PARTICULARLY DESCRIBED IN EXHIBIT “A” ATTACHED HERETO, AS SET FORTH IN SECTION 34-288 OF THE CITY OF MIAMI GARDENS CODE OF ORDINANCES; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. City Clerk Bataille administered the oath of truthfulness. Representative of the applicant appeared before the City Council and requested deferral of the Item until February 23, 2022 at 7:00 PM. A motion was made by Vice Mayor Leon, seconded by Councilman Stephens, to defer the Item until February 23, 2022 at 7:00 PM passed and carried by a unanimous voice vote. 14. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES EACH) Councilman Stephens announced the following events will take place:  "Juice It" event will take place on Thursday, January 13, 2022 at 4:30 PM at Betty T. Ferguson Recreational Complex.  2022 Fitness Challenge will place from January 22, 2022 to March 5, 2022.  4th Annual Father and Son Football Tournament will take place on Saturday, January 22, 2022 at Bunch Park.  Citywide Townhall Meeting will take place on Monday, January 24, 2022 at Bunche Park. Councilwoman Ighodaro reported on the most recent U.N.I.T.Y. town hall meeting and her participation on the National Human Trafficking Day with Holy Family, Furthermore Councilwoman Ighodaro announced the following events/meetings:  U.N.I.T.Y Town Hall Meeting on the first Wednesday of every month at 6:00 PM  Senior Valentine Day Event at the Senior Center on Saturday, February 26, 2022 from 4:00 PM to 7:00 PM Councilwoman Campbell thanked all the staff and volunteers who assisted with the Car Show held in December 2021. Councilwoman Campbell continued to report on the success of the Car Show event and shared the importance of the City working together and telling our story. Councilwoman Campbell announced the following events/meetings:  Virtual Town Hall Meeting will be held on January 18, 2022 at 6:30 PM  Bingo & Pokeno Game Night on the First Friday and Second Tuesday kickoff starting February 4th & 8th, 2021 Councilwoman Wilson reported on the prosperity baskets distributed by her office during the holiday season. She continued to report on the most recent Meet Me Monday meeting. Councilwoman Wilson announced the following meeting:  Leslie Estates Residents Meeting taking place on Saturday, January 22, 2022. Vice Mayor Leon thanked staff for all of their work on the success on the multiple events that took place on December 18, 2021. Vice Mayor Leon shared concern with the services provided by the City's contractor for emergency road recovery service who handles the clean-up of streets after accidents. Answering a question posed by Vice Mayor Leon, City Manager Benson indicate they will follow-up and put the contractor on notice on the lack of services provided. In addition the Manager indicated their contract is up for renewal this year and the City will be going out for bid. Mayor Harris encouraged everyone to be safe during the New Year. 16.
