A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING INVITATION TO BID
(ITB) NO. 21-22-009, ASPHALT ROADWAY RESURFACING, TO
H & J ASPHALT, INC.; AUTHORIZING THE CITY MANAGER TO
ISSUE PURCHASE ORDER(S) AS NEEDED NO TO EXCEED
THE ALLOCATED AMOUNT; PROVIDING FOR THE ADOPTION
OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, on May 5, 2022, staff issued Invitation to Bid (ITB) No. 21-22-009,
Asphalt Roadway Resurfacing, was solicited via Bidsync to establish a term contract with
licensed general contractors to provide annual Asphalt Roadway resurfacing services,
and
WHEREAS, the work to be performed under the term of this Contract includes
milling, resurfacing, pothole repairs, pavement markings, and other minor items related
to the repair and maintenance of roadways in the City of Miami Gardens right-of-way,
and
WHEREAS, the initial term of the Contract is for three (3) years and the City
reserves the right to exercise the option to renew annually, subject to appropriation of
funds, not to exceed a maximum of two (2) one (1) year periods, and
WHEREAS, on June 6, 2022, a bid opening was held and five (5) proposals were
received from Florida Blacktop, Inc., General Asphalt Co, Inc., H & J Asphalt, Inc., Metro
Express, Inc., Weekly Asphalt Paving, Inc., and each proposal was publicly read, and
conductedsheets pricingboth andstaffCity WHEREAS, tabulated
responsiveness and responsibility reviews of the firms and deemed H & J Asphalt, Inc.,
as the lowest responsive, responsible bidder, and
WHEREAS, this is a grant project and the expense will not exceed the budgeted
amount and funding for this project will come from the Transportation Account Number
100-41-05-541-630-00 and Stormwater Account Number 401-41-09-538-630-00
accounts, and
WHEREAS, City Staff recommends that the City Council award ITB Number 21-
22-009, Asphalt Roadway Resurfacing, to H & J Asphalt, Inc., and authorize the City
Manager to issue Purchase Order(s) as needed not to exceed the allocated amount,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:

Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards Invitation to Bid (ITB) No. 21-22-009, Asphalt Roadway Resurfacing, to H
& J Asphalt, Inc., and authorizes the City Manager to issue Purchase Order(s) as needed
no to exceed the allocated amount.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
