A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING INVITATION TO BID
(ITB) NO. 21-22-030 TO MTD PAINTING AND CONSTRUCTION
CORP. (GROUP 1)AND ALFONSO ALL SERVICES LLC
MIAMIOF CITY THE(GROUP PAINTING FOR 2) FOR
GARDENS MUNICIPAL COMPLEX, AUTHORIZING THE CITY
MANAGER TO ISSUE PURCHASE ORDERS IN THE AMOUNT
NOT TO EXCEED THE BUDGETED AMOUNT; PROVIDING FOR
THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, on June 27, 2022, Invitation to Bid (ITB) No. 21-22-030, Painting for
the City of Miami Gardens Municipal Complex was solicited via Bidsync, inviting qualified
firms to submit proposals to provide painting services to the City Municipal Complex, and
WHEREAS, in response to the ITB, proposals were received from seven (7)
proposers: Alfonso All Services LLC, All Counties Painting, LLC dba People’s Choice
Pressure Cleaning and Painting, Landmark & Reina 107 LLC dba BALD, Roof Painting
by Hartzell Inc. dba Hartzell Painting, MTD Painting and Construction Corp., Property
Services Warranty Inc., and Valentino’s Painting Signs Corp, and
WHEREAS, on July 18, 2022, a bid opening was held and seven (7) proposals
were received and evaluated and it was concluded that Property Services Warranty, Inc.
was non-responsive, and
WHEREAS, staff has tabulated both pricing sheets and conducted responsiveness
and responsibility reviews of the firms and determined MTD Painting and Construction
Corp. as the lowest bidder for Group 1 and Alfonso All Services LLC as the lowest bidder
for Group 2, a copy of the bid tabulation is attached hereto as Exhibit “A”, and
WHEREAS, staff recommends that the City Council award ITB Number 21-22-030,
painting for the City of Miami Gardens Municipal Complex to MTD Painting and
Construction Corp. (Group 1) and Alfonso All Services LLC (Group 2) and authorize the
City Manager to issue Purchase Order(s) as needed not to exceed the budgeted amount,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to issue purchase order(s) not to exceed the

budgeted amount to MTD Painting and Construction Corp. (Group 1) and Alfonso All
Services LLC (Group 2) to provide painting for the City of Miami Gardens Municipal
Complex
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS AT ITS REGULAR MEETING HELD ON SEPTEMBER 14, 2022.
