CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Sep 14 2022, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens, and Councilwoman Katrina Wilson. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilwoman Wilson delivered the Invocation. 3. SPECIAL PRESENTATIONS (5 MINUTES EACH) 7. PUBLIC COMMENTS Rea Hughes, 33356 NW 180th Street, Miami Gardens, FL, appeared before the City Council and raised safety and transparency concerns regarding an authorized event that took place at Myrtle Grove Park on August 13, 2022. She made it known that she request records for the incident report for that day to which the Miami Gardens Police Department indicated there are no records responsive as there was no criminal act or traffic infractions, however she has documents from City staff which state otherwise. Janice P. Hopton, 1010 NW 151st Street, Miami, FL, appeared before the City Council and shared concern regarding the use of the Senior Center on June 26, 2022 by the Miami Northwestern Class 1962 in which she has provided written communication on without a response from the City. Councilwoman Ighodaro made it known she did forward the correspondence referenced by Ms. Hopton to staff for follow up on August 2, 2022. Jordan Owens, 151 NW 209th Street, Miami, FL, appeared before the City Council and spoke on the services he can provide to the City. Genesis Barraza, 2441 SW 31st Avenue, Miami, FL, appeared before the City Council and provided information on the American Cancer Society Miami Leadership Summit to be held on October 6, 2022. 8. ORDINANCE(S) FOR FIRST READING: 8.1. City Manager Benson provided an overview on the item and recommended approval. A motion was made by Councilwoman Julian, seconded by Councilman Stephens, to approve the item on Second Reading. Mayor Harris opened the floor for public comment. There being no public comment, Mayor Harris closed the floor. Answering a question posed by Vice Mayor Leon, City Manager Benson indicated an item establishing a hotel tax would be separate from this Item. There being no further discussion, Mayor Harris called the question. Floodplain Administrator for the Annual Community Rating System on Repetitive Loss Properties City Manager Benson provided an update on the recently approved Resolution renaming of Carol City Park to Walt Frasier Park. Mr. Benson indicated a correction on the renaming was necessary to rename the park Walt Frasier Park at Carol City. A motion made by Vice Mayor Leon, seconded by Councilwoman Wilson, to direct the City Manager to correct the renaming of Carol City Park to the Walt Frasier Park at Carol City passed and carried by a unanimous voice vote. 15. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES EACH) Councilman Stephens reported on the following sponsored initiatives:  Table Talk Tuesday  Interfaith Round Table  Back to School Giveaway  Orange Blossom Classic Mental Health Symposium  Quarterly Walk for Health  Digital Financial Workshop Councilwoman Ighodaro reported on the following sponsored initiatives:  Resident Birthday Milestone Celebration  Steps to Better Health Councilwoman Ighodaro thanked staff for their assistance with residents within her district. Councilwoman Ighodaro was not present. Vice Mayor Leon requested staff to work diligently with removing the enforcement of campaign signs still erected. Vice Mayor Leon reported on the following sponsored initiatives:  One Big Community Water Drive held during Orange Blossom Classic  Community Connection Meeting Mayor Harris provided closing remarks. At the request of Mayor Harris, Assistant to the City Manager Tamara Wadley reported on the City’s current marketing campaign. 16.
