A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE SECOND
AND FINAL RENEWAL OF THE AGREEMENTS UNDER
REQUEST FOR PROPOSAL (RFP) 17-18-021,FOR
EMERGENCY DEBRIS REMOVAL AND DISPOSAL SERVICES
TO FIRMS, CROWDER GULF JOINT VENTURE, INC., GRUBBS
EMERGENCY TFRAND ENTERPRISES;SERVICES, LLC
AUTHORIZING THE CITY MANAGER TO ISSUE PURCHASE
ORDERS, ON AN AS NEEDED BASIS, NOT TO EXCEED THE
ALLOCATED BUDGET AMOUNT; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS;PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, in order for the City to comply with Federal Emergency Management
Agency (FEMA) guidelines and policies of disaster debris removal and disposal after an
emergency or disaster, the City issued Request For Proposal (RFP) Number 17-18-021,
for Emergency Debris Removal and Disposal Services, and
WHEREAS, on July 12, 2018, Request For Proposal (RFP) Number 17-18-021 for
Emergency Debris Removal and Disposal Services was issued and four (4) proposals
from Crowder-Gulf Inc.,Venture, Joint D GrubbsLLF, Services, Emergency RC
Emergency Services, LLC and TFR Enterprises, Inc., were received and publicly read,
and
WHEREAS, an Evaluation Committee meeting was held on August 22, 2018, and
all four (4) firms were determined to be both responsive and responsible to the
requirements of the RFP, and
WHEREAS, the initial term of the agreements were for a two (2) year period with
an option to renew for two (2) two (2) year periods with this being the second (2nd) and
final renewal option, and
WHEREAS, City Staff recommends that the City Council approve the second and
final renewal of Request For Proposal (RFP) Number 17-18-021, for Emergency Debris
Removal and Disposal Services to Crowder-Gulf Joint Venture, Inc., Grubbs Emergency
Services, LLC, and TFR Enterprises, Inc.,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.

Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the second and final two-year renewal of the agreements under
Request For Proposal (RFP) 17-18-021, for Emergency Debris Removal and Disposal
Services to firms, Crowder Gulf Joint Venture, Inc., Grubbs Emergency Services, LLC
and Enterprises and authorizes the City Manager to issue purchase orders, on an as
needed basis, not to exceed the allocated budget amount.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON SEPTEMBER 28, 2022.
