A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING (RFP) NUMBER 21-
22-028 GROUP HEALTH INSURANCE TO AETNA LIFE
INSURANCE COMPANY; AUTHORIZING THE CITY MANAGER
TO NEGOTIATE AND EXECUTE A CONTRACT FOR THIS
PURPOSE; PROVIDING FOR OFADOPTION THE
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Request For Proposal (RFP) Number 21-22-028, City of Miami
Gardens Group Health Insurance was solicited via BidSync on June 1, 2022 inviting
qualified firms to submit proposals to provide group health insurance, and
WHEREAS, on July 21, 2022 three (3) proposals were received from, Aetna Life
Insurance Company, AvMed, Inc. and Humana Medical Plan, Inc., and
WHEREAS, Aetna Life Insurancefirms, the three7, 2022, on September
Company, AvMed, Inc. and Humana Medical Plan, Inc. made presentations to the
Evaluation Committee, and
WHEREAS, after presentations an Evaluation Committee meeting was held, and
WHEREAS, Aetna Life Insurance Company, AvMed, Inc. and Humana Medical
Plan, Inc. were deemed responsive and responsible to the requirements of the RFP, and
WHEREAS, after evaluation and scoring, Aetna Life Insurance Company was the
first-ranked firm, and
WHEREAS, it is recommended that the City Council approve staff’s
recommendation to award RFP No. 21-22-028, City of Miami Gardens Group Health
Insurance to top ranked firm, Aetna Life Insurance Company and authorize the City
Manager to proceed with negotiations with the awardee and to execute a contract, and
WHEREAS, in the event that the negotiations are not successful within a
reasonable timeframe an impasse will be declared and negotiations with the first-ranked
firm will cease, and
WHEREAS, negotiations will begin with the second ranked firm, and
WHEREAS, this process shall continue until the City successfully negotiates a
contract,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:

Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards (RFP) Number 21-22-028 group health insurance to Aetna Life Insurance
Company and authorizes the City Manager to negotiate and execute an agreement for
this purpose.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON SEPTEMBER 28, 2022.
