A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING INVITATION TO BID
(ITB) NO. 21-22-032-NW 34TH AVE INDUSTRIAL AREA
INC.;EXPRESS, METRO TO IMPROVMENTSDRAINAGE
AUTHORIZING THE CITY MANAGER TO ISSUE PURCHASE
ORDERS IN THE AMOUNT NOT TO EXCEED THE BUDGETED
AMOUNT USING ARPA FUNDS; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS;PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, on August 9, 2022, Invitation to Bid (ITB) No. 21-22-032- NW 34th
Ave Industrial Area Drainage Improvements was solicited via Bidsync, inviting qualified
firms to submit proposals to provide Industrial Area Drainage Improvements, and
WHEREAS, in response to the ITB, proposals were received from eight (8)
proposers: Basile USA LLC, C& W Pipeline Inc., Florida Blacktop Inc., Kailas Corp., LCCI
Construction LLC., Marcdan Inc, Master Road Finishers Corp., and Metro Express, Inc.
and
WHEREAS, on September 8, 2022, a bid opening was held and staff evaluated
the proposals for compliance; and staff tabulated both pricing sheets and conducted
responsiveness and responsibility reviews of the firms and deemed Metro Express, Inc.
as the lowest responsive, responsible bidder, and
WHEREAS, staff recommends that the City Council award ITB Number 21-22-032-
NW 34th Ave Industrial Area Drainage Improvements and hereby authorizes the City
Manager to issue Purchase Orders as needed not to exceed the budgeted amount,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to issue purchase orders not to exceed the budgeted
amount to Metro Express, Inc. for NW 34th Ave Industrial Area Drainage Improvements.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon its final
passage.
PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS AT ITS REGULAR MEETING HELD ON DECEMBER 14, 2022.
