CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Nov 16 2022, beginning at 04:00:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Reggie Leon, Councilwoman Katrina Wilson, Councilman Robert Stephens, Councilwoman Shannan Ighodaro, and Councilwoman Linda Julien. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilman Robert Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE Recited in unison 4. ORDER OF BUSINESS The Agenda was approved by consensus. 5. PUBLIC COMMENTS Gale Cunningham, 19001 NW 14th Avenue Road, Miami Gardens, FL, appeared before the City Council and questioned at what time did the City Council have an opportunity to speak to their constituents concerning the legislative priorities. She continued to speak on the importance of citizen participation. 6. CITY BUSINESS 6.1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, APPROVING THE 2023 LEGISLATIVE PRIORITIES FOR THE CITY; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. City Manager Benson introduced City of Miami Gardens Lobbyist Yolanda Cash Jackson who provided an overview of the item and the legislative process as it relates to presenting the City's 2023 Legislative Priorities to the State Legislatures. Mayor Harris stated this process was extremely beneficial to Mayor and City Council while also showing their ability to find a way to be on the same page. Councilman Stephens spoke in support of the item and the smooth process in developing the legislative priorities. Vice Mayor Leon spoke in support of the item and the process in developing the legislative priorities. Referencing the comments made by Ms. Cunningham, Vice Mayor Leon indicated he has considered comments made by the public when working with the lobbyist on the development of this legislative priorities. Councilwoman Julien spoke in support of the item, the process in developing the legislative priorities, and how her office considers comments from the community during this process. Councilwoman Wilson spoke in support of the item and spoke on the City's ability to be connected with the State Legislatures. A motion was made by Councilwoman Julien, seconded by Vice Mayor Leon, to approve the Resolution. There being no further discussion, Mayor Harris called the question. A motion offered by Councilwoman Julien, seconded by Councilman Leon, to approve the Resolution passed and carried by a 6 to 0 roll call vote of the City Council.
