A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING INVITATION TO BID
(“ITB”) NO. 21-22-034, MARCO CANAL CULVERT HEADWALL
AND EMBANKMENT IMPROVEMENTS-REBID, TO LCCI
CONSTRUCTION, LLC.; AUTHORIZING THE CITY MANAGER
TO ISSUE PURCHASE ORDER(S), AS NEEDED, NOT TO
EXCEED THE BUDGETED AMOUNT OF SEVEN HUNDRED
SIXTY-ONE THOUSAND EIGHT HUNDRED AND NINETY-ONE
DOLLARS ($761,891.00); PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on August 22, 2022, City staff advertised Invitation to Bid (ITB) No.
21-22-034 for Marco Canal Culvert Headwall and Embankment Improvements - Rebid
via BidSync and inviting qualified firms to submit bids to provide rehabilitation and
improvements to the Marco Canal Culvert at five (5) Locations, and
WHEREAS, the project locations are as follows:
NW 20 AVE (adjacent to 1985 NW 172 ST)
NW 19 AVE (adjacent to 1870 NW 172 TERR)
NW 18 AVE (adjacent to 17120 NW 18 AVE)
NW 171 ST (adjacent to 17031 NW 18 AVE)
NW 17 AVE (adjacent to 16930 NW 17 AVE),
WHEREAS, on September 29, 2022, bids were received from three (3) bidders;
David Mancini & Sons, Inc., Kailas, Corp., and LCCI Construction, LLC, and the bids were
publicly opened, and
WHEREAS, City staff tabulated both pricing sheets and conducted
responsiveness and responsibility reviews of the firms and deemed LCCI Construction,
LLC, as the lowest responsive, responsible bidder, and
WHEREAS, funding for this project is provided from account numbers 401-41-09-
538-630-21, 401-41-09-538-630-02, and 401-41-09-538-630-00, and
WHEREAS, City Staff recommends that the City Council award ITB No. 21-22-
034, Marco Canal Culvert Headwall and Embankment Improvements-Rebid, to LCCI
Construction, LLC., and authorize the City Manager to issue Purchase Order(s), as
needed, not to exceed the budgeted amount of Seven Hundred Sixty-One Thousand
Eight Hundred and Ninety-One Dollars ($761,891.00),

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards Invitation to Bid (“ITB”) No. 21-22-034, Marco Canal Culvert Headwall and
Embankment Improvements-Rebid, to LCCI Construction, LLC. Further, the City Council
of the City of Miami Gardens hereby authorizes the City Manager to issue Purchase
Order(s), as needed, not to exceed the budgeted amount of Seven Hundred Sixty-One
Thousand Eight Hundred and Ninety-One Dollars ($761,891.00).
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON FEBRUARY 8, 2023.
