A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING INVITATION TO BID
(“ITB”) NO. 22-23-003, 187TH STREET WALL BID, TO GARP
CONSTRUCTION GROUP, INC.; AUTHORIZING THE CITY
MANAGER TO ISSUE PURCHASE ORDER(S), AS NEEDED,
NOT TO EXCEED THE BUDGETED AMOUNTS OF TWO
HUNDRED AND FORTY-FIVE THOUSAND DOLLARS
($245,000.00); PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on October 11, 2022, staff advertised Invitation to Bid (“ITB”) No. 22-
23-003 for the 187th Street Wall Bid via BidSync inviting qualified firms to submit bids,
and
WHEREAS, on November 10, 2022, the publicly opened bids were received from
four (4) bidders; Coastal Concrete Products, LLC, Dan Enterprises Team, LLC, Garp
Construction Group, Inc., and Ronald Gibbons, Corp., and
WHEREAS, City staff tabulated both pricing sheets and conducted
responsiveness and responsibility reviews of the firms and deemed Garp Construction
Group, Inc., as the lowest responsive, responsible bidder, and
WHEREAS, funds for this project are budgeted in Fiscal Year (“FY23”) under line
item 104-13-01-513-630-00, and
WHEREAS, City Staff recommends that the City Council award ITB No. 22-23-
003, 187th Street Wall Bid, to Garp Construction Group, Inc., and authorize the City
Manager to issue Purchase Order(s), as needed, not to exceed the budgeted amount of
Two Hundred and Forty-Five Thousand Dollars ($245,000.00),
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards Invitation to Bid (“ITB”) No. 22-23-003, 187th Street Wall Bid, to Garp
Construction Group, Inc. Further, the City Council of the City of Miami Gardens authorizes
the City Manager to issue Purchase Order(s), as needed, not to exceed the budgeted
amounts of Two Hundred and Forty-Five Thousand Dollars ($245,000.00).

Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON FEBRUARY 8, 2023.
