A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING INVITATION TO BID
(“ITB”) NO. 22-23-005, NW 170 STREET DRAINAGE
IMPROVEMENTS PROJECT, TO SUN EAGLE GENERAL
CONTRACTORS CORPORATION; AUTHORIZING THE CITY
MANAGER TO ISSUE PURCHASE ORDER(S), AS NEEDED,
AND NOT TO EXCEED THE BUDGETED AMOUNT OF FOUR
HUNDRED SEVENTY-THREE THOUSAND TWO HUNDRED
AND EIGHTY-FOUR DOLLARS ($473,284.00) USING
AMERICAN RESCUE PLAN ACT (“ARPA”) FUNDS; PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, on November 1, 2022, staff issued Invitation to Bid (ITB) No. 22-23-
005, NW 170 Street Drainage Improvement Project, via BidSync inviting qualified firms to
submit proposals to provide Drainage Improvements, and
WHEREAS, on November 30, 2022, four (4) proposals were received from Basile
USA, LLC, Metro Express, Inc., Sun Eagle General Contractors Corporation, and UAG
Construction and each proposal was publicly read, and
WHEREAS, City staff reviewed proposals and tabulated both pricing sheets and
conducted responsiveness and responsibility reviews of the firms and deemed Sun Eagle
General Contractors Corporation as the lowest responsive, responsible bidder, and
WHEREAS, American Rescue Plan Act (“ARPA”) funding will be applied under
(Investment in water, sewer, broadband and other eligible Capital Improvement Projects)
for Four Hundred Seventy-Three Thousand Two Hundred and Eighty-Four Dollars
($473,284.00), and
WHEREAS, City Staff recommends that the City Council award ITB Number 22-
23-005, NW 170 Street Drainage Improvements Project, to Sun Eagle General
Contractors Corporation and authorize the City Manager to issue Purchase order(s), as
needed, and not to exceed the budgeted amount of Four Hundred Seventy-Three
Thousand Two Hundred and Eighty-Four Dollars ($473,284.00),
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.

Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards Invitation to Bid (“ITB”) No. 22-23-005, NW 170 Street Drainage
Improvements Project, to Sun Eagle General Contractors Corporation. Further, the City
Council of the City of Miami Gardens authorizes the City Manager to issue Purchase
order(s), as needed, and not to exceed the budgeted amount of Four Hundred Seventy-
Three Thousand Two Hundred and Eighty-Four Dollars ($473,284.00) using American
Rescue Plan Act (“ARPA”) funds.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON FEBRUARY 8, 2023.
