A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND ISSUE A PURCHASE ORDER
TO PAYCOM FOR PAYROLL SOFTWARE SOLUTION
SERVICES IN AN AMOUNT NOT TO EXCEED EIGHT
HUNDRED FORTY SIX THOUSAND FOUR HUNDRED AND
SEVENTY FOUR DOLLARS AND SIXTY EIGHT CENTS
($846,474.68); WAIVING THE BID AND QUOTATION
PROCEDURE PURSUANT TO SECTION 2-757(A)(1) OF THE
PROCUREMENT CODE; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens Finance Department seeks to invest in a
payroll software solution to enhance operation efficiencies of the department, and
WHEREAS, staff has researched the paycom software which is currently used by
numerous local government organizations and determined the software to be the most
robust and reliable solution available, and
WHEREAS, pursuant to City of Miami Gardens Procurement Code Section 2-757,
(1) the City Council may authorize the waiver of competitive bidding procedures upon the
recommendation of the City Manager that it is in the city's best interest to do so to obtain
goods and services which cannot be acquired through the normal purchasing process
due to insufficient time, the nature of the goods or services, or other factors, and
WHEREAS, staff requests the City Council authorize the City Manager to negotiate
and contract with Paycom for a payroll software solution system, in an amount not to
exceed Eight Hundred Forty Six Thousand Four Hundred and Seventy Four Dollars and
Sixty Eight Cents ($846,474.68), and
WHEREAS, the terms of the agreement are One Hundred Eighty Three Thousand
Five Hundred and Sixty One Dollars ($183,561.00) for the first year with four (4) one year
renewals of in the amount of One Hundred Sixty Five Thousand Seven Hundred and
Twenty Eight Dollars ($165,728.00) annually, and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Council to negotiate and contract with Paycom for a payroll

software solution system, in an amount not to exceed not to exceed Eight Hundred Forty
Six Thousand Four Hundred and Seventy Four Dollars and Sixty Eight Cents
($846,474.68), and waives the bid and quotation procedure pursuant to Section 2-757
(b)(1) of the Procurement Code
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
