A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING INVITATION TO BID
(ITB) NO. 21-22-013- NW 7TH AVE ROADWAY
IMPROVEMENTS TO METRO EXPRESS, INC; AUTHORIZING
THE CITY MANAGER TO ISSUE PURCHASE ORDERS IN AN
AMOUNT NOT TO EXCEED THE BUDGETED AMOUNT;
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on September 27, 2022, Invitation to Bid (ITB) No. 21-22-013, 7TH
Ave Roadway Improvements was solicited via Bidsync, inviting qualified firms to submit
proposals to provide roadway improvements, and
WHEREAS, in response to the ITB, proposals were received from six (6)
proposers: American Design Engineering Construction, Inc., Florida Engineering and
Development Corp., Kalias Corp., Metro Express Inc., The Stout Group LLC., and UAG
Construction, LLC, and
WHEREAS, on November 17, 2022, a bid opening was held and staff evaluated
the proposals for compliance; and staff tabulated both pricing sheets and conducted
responsiveness and responsibility reviews of the firms and deemed Metro Express, Inc.
as the lowest responsive, responsible bidder, and
WHEREAS, staff recommends that the City Council award ITB Number 21-22-013,
7TH Ave Roadway Improvements and hereby authorizes the City Manager to issue
Purchase Order(s) as needed not to exceed the budgeted amount,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to issue purchase orders not to exceed the budgeted
amount to Metro Express, Inc. to provide roadway improvements.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS AT ITS REGULAR MEETING HELD ON JANUARY 25, 2023.
