A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, APPOINTING KISHASHA B.
SHARP TO SERVE AS A LOCAL HEARING OFFICER FOR RED-
LIGHT CAMERA HEARINGS FOR A TWO (2) YEAR TERM;
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens has established a Red-Light Camera
Program in the City, and
WHEREAS, pursuant to Florida Statutes Chapter 316.0083, a municipality electing
to utilize a red-light camera traffic safety program must designate by resolution a local
hearing officer, and
WHEREAS, in light of the statute, the Code of Ordinances for the City of Miami
Gardens provides that all appeals of red-light camera infractions are to be heard by Local
Hearing Officer, and
WHEREAS, in accordance with Section 8-23(a) of the City’s Code of Ordinances,
Local Hearing Officer appointments are recommended by the City Attorney, but are
appointed by City Council, and
WHEREAS, the current Local Hearing Officer Mimi V. Turin is retiring at the end
of January, and Kishasha B. Sharp is recommended to replace Ms. Turin as Local
Hearing Officer for the City of Miami Gardens, and
WHEREAS, Kishasha B. Sharp currently serves as the Red-Light Camera Hearing
Officer for the City of Opa-Locka and meets the qualifications set forth in section 8-23 (a)
of the Code of Ordinances, and
WHEREAS, the City Attorney recommends that the City Council appoint Kishasha
B. Sharp to serve as a Local Hearing Officer for a two (2) year term for Red Light Camera
Hearings,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: APPOINTMENT: The Council of the City of Miami Gardens hereby
appoints Kishasha B. Sharp to serve as a Local Hearing Officer for red light camera
hearings for a two (2) year term effective from the date of this Resolution.

Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
