A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, ESTABLISHING THE MIAMI
GARDENS CITY/UNIVERSITY PARTNERSHIP WITH MIAMI-
DADE COLLEGE, FLORIDA MEMORIAL UNIVERSITY, AND ST.
THOMAS UNIVERSITY; ALLOWING STUDENTS TO ACCESS,
ENROLL, AND MATRICULATE THROUGH COLEGE-LEVEL
COURSES AT FACILITIES THROUGHOUT THE CITY OF MIAMI
GARDENS; AUTHORIZING THE CITY ATTORNEY TO DRAFT
AND AUTHORIZING THE CITY MANAGER TO EXECUTE A
MEMORANDUM OF UNDERSTANDING FOR THIS PURPOSE;
AUTHORIZING THE CITY MANAGER TO TAKE ANY AND ALL
STEPS NECESSARY TO IMPLEMENT THE INTENT AND
PURPOSE OF THIS RESOLUTION; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, Miami Dade College is the largest institution of higher education in the
country, with eight campuses all over Miami-Dade County, and
WHEREAS, Florida Memorial University is a private co-educational institution with
the distinction of being one of the oldest academic centers in the state, and the only
historically Black university in South Florida, and
WHEREAS, St. Thomas University (STU) is a private, nonprofit, Catholic university
located in Miami Gardens, Florida, and
WHEREAS, the establishment of a community partnership with these local
universities allows higher education courses to become accessible to residents who may
have difficulty physically making it to a university campus, enabling them to be prepared
for future success, and
WHEREAS, Councilman Robert Stephens, III is requesting the City partner with
local universities (Miami-Dade College, Florida Memorial University, and St. Thomas
University) granting them access to host Higher Education courses and workshops at
park facilities throughout the city.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.

Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the establishment of the Miami Gardens City/University Partnership
with Miami-Dade College, Florida Memorial University, and St. Thomas University
granting them access to host educational courses and workshops at park facilities
throughout the city. The City Council further authorizes the City Attorney to draft and the
City Manager to execute a Memorandum of Understanding for this purpose.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS AT ITS REGULAR MEETING HELD ON FEBRUARY 8, 2023.
