CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Jan 25 2023, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Councilman Reggie Leon, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens, and Vice Mayor Katrina Wilson. Councilwoman Linda Julien arrived at 5:34 p.m. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilman Robert Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE Recited in unison. 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes – January 11, 2023 A motion made by Councilman Leon, seconded by Councilman Stephens to approve the draft minutes passed and carried by a unanimous voice vote. 5. ORDER OF BUSINESS Councilwoman Campbell requested a Special Presentation be placed on the Agenda as Item 6.2. Councilman Leon requested a discussion item concerning the Charter Officers evaluations be added to the Agenda. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. SPECIAL PRESENTATION TO MIAMI GARDENS FYFL SUPER BOWL TEAMS Mayor Harris was joined by the City Council in recognizing the Miami Gardens Ravens Youth Football and Cheer Program who won the Super Bowl in this past season Florida Youth Football League (FYFL). 6.2. SPECIAL PRESENTATION SPONOSRED BY COUNCILWOMAN SHANNON CAMPBELL. Councilwoman Campbell requested the City Manager present the City's report as it relates to the Cardiac Emergency Response Plan within the Parks and Recreation Department. City Manager Benson introduced Parks and Recreation Paulette Murphy who provided a presentation on the City's update to the Parks and Recreation Department Emergency Response Plan. 7. PUBLIC COMMENTS Claudia Eison, 2483 NW 179th Street, Miami Gardens, FL, appeared before the City Council to raise concerns regarding the following issues within her neighborhood:  Community connection to water sewer service  Tractor trailer and boats parked in the neighborhood DocuSign Envelope ID: 19735382-E819-4065-AFF1-0D7930FC52D9 Page 4 of 11 Regular City Council Meeting January 25, 2023 Alfred Leon, 19443 NW 30th Court, Miami Gardens, FL, appeared before the City Council and raised concerns regarding the property management for Leslie Estates and possibly establishing a farmer market for the community. Carla Robinson, 175 NW 179th Terrace, Miami Gardens, FL, appeared before the City Council and advocated for the recreational activity of Pickleball. Anthony L. Robinson, 1715 NW 179th Terrace, Miami Gardens, FL, appeared before the City Council and advocated for the recreational activity of Pickleball. 8. ORDINANCE(S) FOR FIRST READING: 8.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AMENDING CHAPTER 28, ARTICLE VI, SECTION 28-301 OF THE CITY OF MIAMI GARDENS CODE OF ORDINANCES ENTITLED “REGISTRATION OF ABANDONED PROPERTIES”; PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION IN CODE; PROVIDING AN EFFECTIVE DATE. City Manager Benson introduced Deputy City Manager Craig Clay who provided an overview on the proposed Ordinance. A motion was made by Councilman Leon, seconded by Councilwoman Campbell, to approve the Ordinance on First Reading. There being no further discussion, Mayor Harris called question. City Attorney Dickens provided an overview on the Item. Mayor Harris opened the floor for public comments. Gale Cunningham, 1900 NW 14th Avenue Road, Miami Gardens, FL, appeared before the City Council and read public comments which requested the item be amended to include a provision for the Mayor and City Council. There being no comments, Mayor Harris closed the floor. A motion made by Councilman Leon, seconded by Councilman Stephens, to approve the Consent Agenda passed and carried by a unanimous voice vote. 12. RESOLUTION(S) 12.1. DISCUSSION ON THE CHARTER OFFICERS ANNUAL REVIEWS Councilman Leon stated as the City Council prepare for the strategic plan, he recommended the Charter Officer submit performance review questionnaires to the City Council to be considered and reviewed as part of the strategic plan. Vice Mayor Wilson spoke in support of completing the performance reviews of the charter officers, however she was opposed of the performance reviews to be considered as part of the strategic plan process. Answering a question posed by Councilwoman Campbell, City Manager Benson indicated the strategic plan meetings will begin in March. a motion was made by Councilman Leon, seconded by Councilman Stephens, to direct the charter officer to submit performance review surveys to be completed by the mayor and city council by February 6, 2023. Sonja Dickens stated the contracts of the charter officers indicates that performance evaluations of the charter officers are to be done at budget time. Councilman Stephens spoke in support of completing performance evaluations of the charter officer however he opined it should be done separate of the strategic plan. Answering a question posed by Vice Mayor Wilson, City Manager Benson indicated budget planning season is from June to September. Attorney Dickens recommended bringing forward a Resolution which established the timeline of the performance evaluation. After further discussion on the item, Councilman Leon withdrew his motion.
