A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE A REVENUE
GENERATING AGREEMENT WITH PM AM CORPORATION
FOR FALSE ALARM BILLING AND COLLECTION SERVICES;
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens Police Department (“MGPD”) is responsible
for all public safety in the City of Miami Gardens (“CITY”) which includes monitoring of
security alarms and responses encumbering City resources, and
WHEREAS, MGPD desires to invest in a revenue generating solution to enhance
resources and the False Alarm Billing and Collection Services revenue generating
solution is currently deployed in other numerous local governmental municipalities and
offers the most robust and reliable solution available, and
WHEREAS, Section 2-757(b)(4) of the City Code of Ordinances provides an
exemption from the competitive bidding process for contracts for professional services
and the False Alarm Billing and Collection Services Agreement supports the MGPD
efficient management of this service, and
WHEREAS, the Agreement will be for an initial two (2) year period with three (3)
one year renewals and contain a revenue split of 80% to the City and 20% to vendor PM
AM, and
WHEREAS, City Staff recommends that the City Council authorize the City
Manager to negotiate and execute a revenue generating agreement with PM AM
Corporation for False Alarm Billing and Collection Services,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to negotiate and execute a revenue generating
agreement with PM AM Corporation for False Alarm Billing and Collection Services.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
