A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE FIRST
RENEWAL OF AGREEMENTS FOR INVITATION TO BID NO. 20-
21-001, CITYWIDE DRAINAGE IMPROVEMENTS, TO PRIMARY
VENDOR, METRO EXPRESS, INC., AND SECONDARY
VENDORS, ATC ENGINEERING, INC. AND NATIONAL
CONCRETE AND PAVING, LLC; AUTHORIZING THE CITY
MANAGER TO ISSUE PURCHASE ORDERS, AS NEEDED, NOT
TO EXCEED THE ALLOCATED BUDGET AMOUNT; PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, on June 26, 2019, Invitation to Bid (ITB) Number 20-21-001, Citywide
Drainage Improvements project, was advertised via BidSync, and
WHEREAS, the ITB opened on November 23, 2020, and eight (8) firms submitted
bids in response to the advertised bid, and
WHEREAS, after tabulating the vendors’ prices and reviewing their submittals, City
staff recommended that Metro Express, Inc., be awarded ITB No. 20-21-001 as primary
vendor and ATC Engineering, Inc. and National Concrete and Paving, LLC., as secondary
vendors, and
WHEREAS, on March 24, 2021, the City of Miami Gardens City Council approved
the award, and
WHEREAS, the current contract allows three (3) one (1) year renewals and this
will be the first (1st) of three (3) contract renewal options, and
WHEREAS, funding sources for this project are available in the Storm Water Fund
under Account #401-41-09-538-630-00 and, if stormwater improvements are needed as
part of a CITT resurfacing/sidewalk project, then funding from Account #100-41-05-541-
630-00 may be used for this purpose, and
WHEREAS, the City also receives various stormwater improvement funds from
State Appropriations that share with the City’s Stormwater Funds to complete storm water
improvement projects, and
WHEREAS, City Staff recommends that the City Council authorize the first renewal
of Agreements for Invitation to Bid No. 20-21-001, Citywide Drainage Improvements, to
primary vendor, Metro Express, Inc., and secondary vendors, ATC Engineering, Inc. and
National Concrete and Paving, LLC., and authorize the City Manager to issue purchase
orders, as needed, not to exceed the allocated budget amount,

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the first renewal of Agreements for Invitation to Bid No. 20-21-001,
Citywide Drainage Improvements, to primary vendor, Metro Express, Inc., and secondary
vendors, ATC Engineering, Inc. and National Concrete and Paving, LLC. Further, the City
Council of the City of Miami Gardens hereby authorizes the City Manager to issue
purchase orders, as needed, not to exceed the allocated budget amount.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON MARCH 22, 2023.
