A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING CONTRACT
SOLICITED UNDER INVITATION TO BID (ITB) NUMBER 22-23-
014 LITTER CONTROL AND COLLECTION SERVICES TO SFM
SERVICES, INC. AS THE PRIMARY VENDOR AND BE GREEN
TREE SERVICE AND LANDSCAPING, INC. AS THE
SECONDARY VENDOR; AUTHORIZING THE CITY MANAGER
TO EXECUTE AN AGREEMENT FOR THIS PURPOSE;
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on February 6, 2023 Invitation to Bid Number 22-23-0014 for Litter
Control and Collection Services was solicited via BidSync, and
WHEREAS, the ITB was publicly opened on March 6, 2023, five (5) bids were
received from American Infrastructure Maintenance Management, LLC, Be Green Tree
Service and Landscaping Inc., Comi Enterprises, LLC, Miami Quick Cleaning, LLC and
SFM Services, Inc., and
WHEREAS, American Infrastructure Maintenance Management, LLC submitted
an incomplete bid and is not an active Florida Business according to the State of Florida
Division of Corporations, the company was not considered, and
WHEREAS, Miami Quick Cleaning, LLC submitted an incomplete bid, the
company was not considered, and
WHEREAS, City staff reviewed the Bids for responsiveness and responsibility,
tabulated pricing sheet and conducted due diligence review of the bidders, and
WHEREAS, SFM Services, Inc., was deemed the lowest responsive, responsible
bidder and Be Green Tree Service and Landscaping Inc. was deemed the second lowest
responsive, responsible bidder, and
WHEREAS, City staff recommends the award be made to SFM Services, Inc. as
the primary vendor and Be Green Tree Service and Landscaping Inc. as the secondary
vendor,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.

Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards contract solicited under Invitation to Bid (ITB) number 22-23-014 Litter
Control and Collection Services to SFM Services, Inc. as the primary vendor and Be
Green Tree Service and Landscaping, Inc. as the secondary vendor. Further, the City
Council of the City of Miami Gardens hereby authorizes the City Manager to execute an
Agreement for this purpose.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS AT ITS REGULAR MEETING HELD ON APRIL 26, 2023.
