CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Apr 12 2023, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Councilman Reggie Leon, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens, and Vice Mayor Katrina Wilson. Also, in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilman Robert Stephens, III delivered the Invocation. 3. PLEDGE OF ALLEGIANCE Recited in unison. 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes – February 22, 2023 4.2. Regular City Council Meeting Draft Minutes - March 8, 2023 4.3. Regular City Council Meeting Draft Minutes - March 22, 2023 A motion offered by Councilman Leon, seconded by Councilman Stephens, to approve the draft minutes passed and carried by a 7 to 0 voice vote of the City Council. 5. ORDER OF BUSINESS A motion made by Councilman Leon, seconded by Councilwoman Julien, to approve the Agenda passed and carried by a unanimous voice vote. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. BLACK HISTORY MONTH ESSAY SCHOLARSHIP PRESENATION Councilwoman Shannon Campbell presented North County K-8 Center student King Baldwin with an award for winning the bus naming competition for Miami Dade County. 6.2. Mr. Ruiz further announced Great American Clean Up taking place on June 10, 2023 in the City of Miami Gardens. 7. PUBLIC COMMENTS Danny Felton, 600 NW 183 Street, Miami Gardens, FL, appeared before the City Council and shared comments about The Oasis of Miami Gardens and encouraged support of small businesses within the City. Pastor S. Russell, 3974 NW 167 Street, Miami Gardens, FL, appeared before the City Council and shared comments about the success of the Miami Carol City picnic. 8. ORDINANCE(S) FOR FIRST READING: 9. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY TO ACCEPT THAT CERTAIN GRANT FROM THE OFFICE OF COMMUNITY PLANNING AND DEVELOPMENT, U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE ACCEPTANCE OF THE COMMUNITY PROJECT FUNDING/CONGRESSIONALLY DIRECTED SPENDING GRANT (B-23-CP-FL-0441) IN THE AMOUNT OF SEVEN HUNDRED- FIFTY THOUSAND DOLLARS ($750,000.00) FOR REPETITIVE LOSSES - DRAINAGE PROJECTS; AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT AND ANY AND ALL AGREEMENTS AND ATTENDANT DOCUMENTS AS A RESULT OF THIS GRANT PROCESS; PROVIDING FOR THE ADOPTION OF REPRESENTATION; PROVIDING FOR AN EFFECTIVE DATE. 11.10. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO RECEIVE AN AWARD FOR THE 2023 GROWING ROOTS FOR ENVIRONMENTALLY EQUITABLE NEIGHBORHOODS (GREEN) MIAMI-DADE COUNTY MATCHING GRANT WITH MIAMI DADE COUNTY AND TO TAKE ANY AND ALL STEPS NECESSARY TO ACCEPT GRANT FUNDS IN THE AMOUNT OF THIRTY THOUSAND SEVEN HUNDRED DOLLARS ($30,700) TO SUPPORT THE CITY’S “COMMUTE A TREE PROGRAM;” A COPY OF WHICH IS ATTACHED HERETO AS EXHIBIT “A”; AUTHORIZING MATCHING FUNDS IN THE AMOUNT OF FIFTEEN THOUSAND THREE HUNDRED-FIFTY DOLLARS ($15,350); PROVIDING INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES EACH) Councilman Stephens reported on the following initiatives:  2nd Annual Changing the Narrative Resource Expo Councilman Leon congratulated the Police Department and the Parks and Recreational Department on the successful planning and execution of the Carol City alumni picnic. Councilwoman Julien reported on the following sponsored initiatives:  Quarterly Clean Up  Golden Ticket Art Guide  Food Distribution Sierra Norwood Church  Haitian Heritage Month Opening Reception Vice Mayor Wilson congratulated the Police Department and the Parks and Recreational Department on the execution of a successful event and reported of the following sponsored initiatives:  Empowering Women for Living and Leaving a Powerful Legacy Workshop Mayor Harris reported on the success of the Carol City alumni picnic and his visit to Skyway Elementary with Congresswoman Wilson and the investment made by the Congresswoman toward the Boy and Girls Club of Miami Gardens.
