CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Feb 22 2023, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Councilman Reggie Leon, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens, and Vice Mayor Katrina Wilson. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilman Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes – February 8, 2023 A motion offered by Councilman Leon, seconded by Councilwoman Campbell, to approve the minutes passed and carried by a 7 to 0 roll call vote of the City Council. 5. ORDER OF BUSINESS City Manager Benson withdrew Item 11.3 and indicated he will bring back the item for consideration along with presentations by the vendors. Councilman Stephens added a discussion item on the lighting districts as Item 12.1. A motion made by Councilman Leon, seconded by Councilwoman Campbell, to approve the Agenda as amended passed and carried by a unanimous voice vote. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 7. Brenda Thompson, 1340 NW 200th Street, Miami Gardens, FL, appeared before the City Council and shared concerns regarding a code enforcement violation she received. Chris Basden, 270 NW 193rd Street, Miami Gardens, FL, appeared before the City Council and shared concerns regarding his inability to park his commercial vehicle on his property. Tina Alexander, 1799 NW 155th Place, Miami Gardens, FL, appeared before the City Council and announced that 22nd avenue will be closed from March 25th to March 27th due to railroad track construction. Rea Hughes, 3335 NW 10th Street, Miami Gardens, FL, appeared before the City Council and spoke on the most resent New World Condominium fire. In addition, Ms. Hughes commended Parks and Recreation Department for their ability to resolve issues taking place at Myrtle Grove Park. Lastly, Ms. Hughes requested if any decision has been made regarding the funding the City receives from Formula 1. Howard Dupree, 1734 NW 192nd Street, Miami Gardens, FL, appeared before the City Council and spoke in opposition of Consent Agenda 11.2. Gale Cunningham, 19001 NW 14th Avenue Road, Miami Gardens, FL, appeared before the City Council and shared concerns regarding of Consent Agenda 11.2. 8. ORDINANCE(S) FOR FIRST READING: 9. ORDINANCE(S) FOR SECOND READING/PUBLIC HEARING(S) 9.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AMENDING CHAPTER 28, ARTICLE VI, SECTION 28-301 OF THE CITY OF MIAMI GARDENS CODE OF ORDINANCES ENTITLED “REGISTRATION OF ABANDONED PROPERTIES”; PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION IN CODE; PROVIDING AN EFFECTIVE DATE. Mayor Harris opened the floor for public comments. There being no public comments, Mayor Harris closed the floor. CONSENT AGENDA: 11.1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, WAIVING CLAUSE 28.6 OF THE CITY OF MIAMI GARDENS NONEXCLUSIVE PROFESSIONAL SERVICES AGREEMENT WITH A&P CONSULTING TRANSPORTATION ENGINEERS CORP. (“A&P”); ASSIGNING ALL CONTRACTS AND PURCHASE ORDERS TO A&P CONSULTING TRANSPORTATION ENGINEERS CORP. TO CHA CONSULTING, INC; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. 11.2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A REVENUE GENERATING AGREEMENT WITH PM AM CORPORATION FOR FALSE ALARM BILLING AND COLLECTION SERVICES; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. 11.3. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT WITH E.L. WATERS AND COMPANY, LLC, OR KIMLEY HORN AND ASSOCIATES, INC., FOR STRATEGIC PLANNING AND EXECUTE A STRATEGIC PLANNING AGREEMENT WITH THE SELECTED FIRM; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. DISCUSSION ON THE STATUS OF THE LIGHTING DISTRICTS. Councilman Stephens indicated the purpose of this discussion is to speak on the progress the City has made as it relates to the Lighting Districts. At the request of Councilman Stephens, City Manager Benson introduced Deputy City Manager Craig Clay provided an overall update on the status of the Lighting Districts Project and answered questions posed by the City Council. Councilman Stephens spoke on the importance to build better communication with FPL in order to meet the street lighting needs of the City. Therefore, he recommended holding a meeting with FPL. City Manager Benson recommended a joint meeting with members of the City Council, representatives from FPL, and Miami-Dade County. Councilman Stephens requested a meeting be set with FPL to discuss the issues. Mayor Harris indicated his office will coordinate the meeting with FPL. Vice Mayor Wilson shared concerns regarding street lighting outages and response time for repairs. Councilwoman Julien spoke on the possibility on getting the City's lobbyist involved to provide some assistance in resolving our issues. Mayor Harris requested the City Manager provide a report regarding all of the dark spots within the City. Answering a question posed by Councilman Stephens, Mayor Harris confirmed his office will coordinate the meeting with FPL. Answering a question posed by Councilman Stephens, Deputy Manager Clay confirmed an agenda item will be brought forward during the March 22nd City Council meeting to address the lighting inventory needs for the City in order to address the issues raised during the lighting study. Councilman Stephens spoke on the urgency to move forward with improving street lighting across the districts. In addition, Councilman Stephens reaffirmed his request to hold a Workshop Meeting to discuss the progress of the Lighting Districts on the March 22, 2023. Answering a question posed by Councilman Leon referencing security cameras on the lighting polls, City Manager Benson confirmed the City will be looking into making sure we have the necessary bandwidth for the use of cameras across the City. Answering a question posed by Councilman Stephens, Deputy City Manager Clay confirmed there are two lighting districts that was not transferred over to the City. 13. REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK (3 MINUTES EACH) City Manager Benson introduced Strategic Communications & Training Specialist Yvena Muselaire who provided a report on the employee training taking place during the quarter. City Manager Benson introduced Capital Improvements Director Laura Laliberte provided a report on the general obligation projects taking place within the City. Townhall Meeting Councilwoman Julien reported on the following sponsored initiatives:  Black History Month Essay Contest  Emerging Small Business Award  2nd Annual Youth Music Festival  Quarterly Community Clean Up Councilwoman Campbell reported on the following sponsored initiatives:  3rd Entrepreneurship Experience Battle of the Brands Answering a question posed by Councilwoman Campbell, Councilman Stephens provided an update on the informational campaign he is working on with staff to inform the businesses on the Ordinance related to abandoned shopping carts he recently sponsored. Vice Mayor Wilson reported on the following sponsored initiatives:  District 1 School Board Showcase Support  We The People Academy partnership with Senator Jones  St. Thomas University Community Clean Up Mayor Harris provided closing remarks. 16.
