City Manager Department: Community Development Short Title: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AUTHORIZING THE CITY MANAGER AND CITY ATTORNEY TO TAKE ANY AND ALL STEPS TO TO ACCEPT THE RIGHTOF‐WAYS LOCATED WITHIN THE VISTA VERDE NEIGHBORHOOD DESCRIBED IN EXHIBIT “A” ATTACHED HERETO FROM THE VISTA VERDE TOWNHOUSE HOMEOWNERS ASSOCIATION, INC.; AUTHORIZING THE ISSUANCE OF A WORK ORDER TO CRAVEN THOMPSON & ASSOCIATES, INC.; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE. Staff Summary: Background In 2007, the Department of Community Development began the Livable Neighborhoods Initiative project. This project consists of comprehensive infrastructure improvements in three (3) residential neighborhoods deemed by our Public Works Department to be among the worst in the city. The 3 neighborhoods consist of: ITEM K-4) CONSENT AGENDA RESOLUTION Vista Verde Homeowners Association 1515 NW 167 Street, Building 5 Suite 200 Miami Gardens, Florida 33169 1. Garden Circle 2. Kings Gardens I & II 3. Vista Verde/Miramar Gardens On May 6, 2010, with the successful completion of the Kings Gardens I & II neighborhood improvements, City Staff held a community meeting with the residents of the Garden Circle, Kings Gardens III and Vista Verde/Miramar Gardens neighborhoods. At this meeting Staff provided a recap of all of the City’s efforts up to this point, including the various community meetings, the preliminary engineering work, the numerous mailers containing project information, and most recently the pictures of a completed portion of the project area; all done to encourage those neighborhoods that had not yet conveyed ownership of the right‐of‐ways to the City to do so. As a result of this meeting, the Board of Directors of the Vista Verde Townhouse Homeowners Association, Inc. held a Special Meeting on October 18, 2010, where a resolution was passed to convey to the City of Miami Gardens the right‐of‐ways to the neighborhood’s paved streets and cul‐de‐sacs in the Vista Verde Townhouse Sections A, B and C (as detailed in the attached survey). Current Situation Acceptance of Right‐of‐Ways In order for the City to complete the needed infrastructure improvements in the Vista Verde neighborhood, it was necessary to have the right‐of‐ways transferred from the Vista Verde Townhouse Homeowners Association, Inc. to the City. A resolution is needed in order for the City to accept the road conveyance. Engineering & Design In addition to accepting conveyance of the roads, the City must also approve the Scope of Work for Craven and Thompson Associates, Inc. (CTA). CTA is the professional engineering firm awarded the contract to complete the Livable Neighborhood Projects (via Resolution 2007‐50‐557). Under the proposed Scope of Work CTA will prepare the necessary construction documents that will be used to solicit construction bids. CTA has been the engineer of record since the inception of the Livable Neighborhoods Initiative, and is intimately familiar with the overall project scope. It is estimated that the preperation of the contruction documents for the Vista Verde neighborhood will cost $294,000.00 The total project cost is estimated at $1.9M, including engineering and project management costs. The City will use the remaining CDBG Funds allocated for the Livable Neighborhoods Initiative, along with Disaster Recovery Initiative Grant Funds that are currently under contract with Miami Dade County. The required engineering work is expected to take approximately 6 months, after which the City will solicit bids for the required construction of the infrastructure. Proposed Action: 1515 NW 167 Street, Building 5 Suite 200 Miami Gardens, Florida 33169 It is recommended that the City Council pass the proposed resolution authorizing the acceptance of the right‐of‐ways within the Vista Verde Neighborhood as described in the attached survey, and further authorizes the City Manager to issue a work order to Craven Thompson & Associates in the amount of $294,000. RFQ#: 06-07-008 (CTA Project No. 07-0034) This is a portion of the Second Amendment to the agreement approved by the City of Miami Gardens City Commission between the CITY and CONSULTANT dated March 1, 2007. A. Background The Livable Neighborhood project originally included improvements to the entire 153 acre Vista Verde development. The City has requested engineering design and construction observation services for Phase I of Vista Verde as shown on the exhibit below. 1. Vista Verde – Phase I Vista Verde Phase I is approximately 36 acres is generally located east and west of NW 207th Avenue north of NW 38th Avenue to NW 213th Street. Proposed improvements include Drainage, Paving, Sidewalk, Street Lighting, Landscaping, and Signage. The scope will be as defined in Amendment 2 for Vista Verde applied to Phase I only. The design time frame will be eight (8) months and anticipated construction schedule is estimated at six (6) months.
