CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, May 10 2023, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Katrina Wilson Councilman Reggie Leon, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, and Councilwoman Linda Julien. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. A motion to excuse Councilman Stephens absence was offered by Councilwoman Julien, seconded by Councilman Leon, passed and carried by unanimous voice vote. 2. INVOCATION Vice Mayor Wilson delivered the Invocation. 3. PLEDGE OF ALLEGIANCE 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes – April 26, 2023 A motion offered by Councilman Leon, seconded by Councilwoman Campbell to approve the minutes passed and carried by unanimous voice vote. 5. ORDER OF BUSINESS The following item was added to the Consent Agenda: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA ALLOCATING FUNDS TO THE YOUTH DEVELOPMENT INSTITUTE IN AN AMOUNT NOT TO EXCEED TWO THOUSAND DOLLARS ($2,000) FROM MAYOR HARRIS’ SPECIAL EVENTS ACCOUNT; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. (SPONOSRED BY MAYOR RODNEY HARRIS) was added to the consent agenda as Item 11.7. A motion offered by Councilman Leon, seconded by Councilwoman Campbell, to approve the Agenda as amended passed and carried by unanimous voice vote. 6. SPECIAL PRESENTATION FROM THE CITY MANAGER City Manager Cameron Benson introduced Osvaldo Diaz, Building Official to present a plaque from the Federal Emergency Management Agency (FEMA) for the City’s participation in the community rating system of the National Flood Insurance program. 7. PUBLIC COMMENTS Sonia Frazier, 18840 NW 23 Avenue, Miami Gardens, FL appeared before the City Council to expressed concerns about the lack of communication and incomplete reports received from the Police Department following a car accident. Marjorie Cross, 1425 NW 193 Terrace, Miami Gardens, FL appeared before the City Council to express concerns about the increased traffic as a result of Formula 1. 8. ORDINANCE(S) FOR FIRST READING: 9. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, ALLOCATING FUNDS FROM COUNCILWOMAN SHANNON CAMPBELL’S PUBLIC AFFAIRS SPECIAL EVENTS ACCOUNT IN THE AMOUNT NOT TO EXCEED FIVE HUNDERED DOLLARS ($500.00) TO SPONSOR REFRESHMENTS AT THE IRONCLAD MAN-2-MAN CONFERENCE BEING HELD ON JUNE 9 AND 10, 2023 AT ANTIOCH MISSIONARY BAPTIST CHURCH; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. FERGUSON RECREATIONAL COMPLEX; AUTHORIZING THE CITY MANAGER AND THE CITY CLERK TO EXECUTE AND ATTEST, RESPECTIVELY, THAT CERTAIN LOCAL AGENCY CERTIFICATION QUALIFICATION AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION; PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. 11.6. REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK (3 MINUTES EACH) City Manager Benson offered comments thanking staff for all of their hard work during Formula 1 weekend. City Attorney Dickens wished all the mothers a Happy Mother’s Day. City Clerk Bataille wished his son Christian a happy birthday, additionally he wished all the mothers a Happy Mother’s Day and wished his mother an early happy birthday. 15. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES EACH) Councilwoman Ighodaro wished all the mothers a Happy Mother’s Day. Councilman Leon wished all the mothers a Happy Mother’s Day. Councilwoman Julien thanked everyone for attending the Hattian Heritage Reception, she also announced her Hattian Heritage Essay/Scholarship contest; community feeding co-hosted by Chairman Oliver Gilbert at Greater New Bethel Baptist Church and the Multi-Cultural Festival. Additionally, prayers were solicited for Officer Moncur who suffered a medical emergency. Councilwoman Campbell wished all the mothers a Happy Mother’s Day. She announced her upcoming Town Hall meeting May 16, 2023 at 6:30 pm., registration for the Bahas Reunion is open. Additional thoughts were shared relating to Formula 1 and the Seek Foundation. Vice Mayor Wilson acknowledged the Commission for Women for the study conducted about the involvement of the women within the City. Additional comments were made in support of the efforts and the planning of the City’s 20th birthday celebration and the improvements made during Formula 1 and wished all the Mothers a Happy Mother’s Day. He also encouraged everyone to check on their friends and family members as so many people are dealing with mental health issues. 16.
