CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, May 24 2023, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Councilman Reggie Leon, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens, and Vice Mayor Katrina Wilson. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilman Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE Recited in unison. 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes – May 10, 2023 A motion offered by Councilman Leon, seconded by Councilwoman Campbell, to approve the minutes passed and carried by a 7 to 0 roll call vote of the City Council. 5. ORDER OF BUSINESS The following items were added to the Agenda:  6.3 - SPECIAL PRESENTATION BY COUNCILMAN REGGIE LEON  11.1 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA ALLOCATING FUNDS FROM MAYOR RODNEY HARRIS’ PUBLIC AFFAIRS SPECIAL EVENTS ACCOUNT IN AN AMOUNT NOT TO EXCEED TWO THOUSAND FIVE HUNDRED DOLLARS ($2,5000), TO FLORIDA PARENTS OF MURDERED CHILDREN, INC (PMC) FOR THEIR 5TH ANNUAL ALL WHITE PRAYER BREAKFAST TO BE HELD ON SATURDAY, JUNE 3, 2023; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. The meeting reconvened at 5:54 PM. 6.2. MIAMI GARDENS CHIEFS CHEER 9U "DIVAS" RECOGNITION FOR 2ND PLACE FINISH AT 2022 FYFL COMPETITION. Councilman Stephens was joined by the Mayor and City Council in recognizing the Miami Gardens Chiefs Cheer 9U for placing 2nd place in their Cheerleading National Competition. 6.3. SPECIAL PRESENTATION BY COUNCILMAN REGGIE LEON. Councilman Leon was joined by the City Council in recognizing Mayor Harris for his 10 years of service to the City of Miami Gardens. 7. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, RENAMING NW 12TH AVENUE NORTH FROM 191ST STREET TO 199TH STREET AS VIKINGS AVENUE; PROVIDING FOR DIRECTIONS TO THE CITY MANAGER; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Mayor Harris opened the floor for public comments. Milton Parrish Jr., President of Miami Norland Senior High School Alumni Association, appeared before the City Council and spoke in support of the Item. There being no further public comments, Mayor Harris closed the floor. A motion offered by Councilwoman Julien, seconded by Councilman Leon, to approve the Resolution passed and carried by a 7 to 0 roll call vote of the City Council.
