A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING REQUEST FOR
PROPOSAL (RFP) NO. 22-23-016 BRENTWOOD PARK
IMPROVEMENTS TO BEJAR CONSTRUCTION, INC.;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE AN AGREEMENT FOR THIS PURPOSE; PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, in April 2014, the City of Miami Gardens residents approved a General
Obligation Bond in the amount of Sixty Million Dollars ($60,000,000) for the construction
of and improvements to the City’s parks and related facilities, and
WHEREAS, the City Council subsequently approved a Bond Implementation Plan
that lists and details the proposed improvements at each park facility or municipal
property, and
WHEREAS, on April 3, 2023, Staff issued Request for Proposal (RFP) No. 22-23-
016 Brentwood Park Improvements, and
WHEREAS, the RFP proposals were opened on May 11, 2023, and
WHEREAS, proposals were received from three (3) proposers, Bejar Construction,
Inc., HG Construction Development & Investment, Inc., and Lunacon Construction Group,
and
WHEREAS, each proposal was publicly read, and
WHEREAS, on May 18, 2023, an Evaluation Committee meeting was held, the
Evaluation Committee determined that all three (3) firms, were responsive to the
requirements of the RFP, and
WHEREAS, the Evaluation Committee scored and ranked the firms and requested
presentations from the first two ranked firms, HG Construction Development &
Investment, Inc. and Bejar Construction, Inc.,
WHEREAS, on June 5, 2023, the Evaluation Committee listened to the
presentations and completed final scoring and ranking and recommended Bejar
Construction, Inc. for award,
WHEREAS, Staff recommends that the City Council approve the Evaluation
Committee recommendation for award of RFP No. 22-23-016, Brentwood Park
Improvements to the vendor; Bejar Construction, Inc. and authorize the City Manager to
proceed with negotiations and execute an Agreement.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards Request for Proposal (RFP) No. 22-23-016 Brentwood Park
improvements to Bejar Construction, Inc. and authorizes the City Manager to negotiate
and execute an Agreement for this purpose.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON JUNE 28, 2023.
