A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA REQUESTING APPROVAL OF THE
SERVICE AGREEMENT ATTACHED HERETO AS EXHIBIT "A"
WITH THE OASIS AT MIAMI GARDENS FOR THE
IMPLEMENTATION OF A SMALL BUSINESS ASSISTANCE
PROGRAM UTILIZING DOLLARS FROM THE FORMULA ONE
COMMUNITY ASSISTANCE FUNDS, UP TO ONE HUNDRED
THOUSAND DOLLARS $100,000.00; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens entered into a Memorandum of
Understanding ("MOU") to directly impact the City’s residents and businesses with Hard
Rock Stadium (HRS) and its affiliate, F1 Miami Grand Prix relating to Formula 1, and
WHEREAS, in accordance with the MOU, Five Million Dollars ($5,000,000.00) of
funding will be provided to the City annually, coinciding with the F1 Miami Grand Prix’ ten-
year term that began in 2022, and
WHEREAS, one of the City’s main economic development goals is to improve the
well-being of the community through efforts such as small business growth, jobs creation
and quality of life enhancement, and
WHEREAS, the Oasis at Miami Gardens provides support for small businesses
and entrepreneurs, which creates job opportunities for residents, and
WHEREAS, Mayor Harris is recommending that the City partner with the Oasis at
Miami Gardens to provide Small Business Assistance to businesses in the City of Miami
Gardens, in accordance with the attached Service Agreement, and
WHEREAS, covered scope of services to be provided will include scholarships for
businesses membership, cohorts conferences for businesses and residents in the
community, technology workshops, business registration and consulting sessions and
meeting space for workshops, seminars and meetings at no additional cost, at the Oasis
at Miami Gardens Business incubator, and
WHEREAS, Oasis at Miami Gardens will provide quarterly reports to the Manager
and City Council that will commence upon the approval and execution of the Service
agreement with Oasis at Miami Gardens,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:

Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby approve the Service Agreement attached hereto as Exhibit "A" with the OASIS at
Miami Gardens for the implementation of the Small Business Assistance Program utilizing
dollars from the Formula One Community Assistance funds up to One Hundred Thousand
($100,000.00).
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON JULY 26, 2023.
