A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, TO PURCHASE AND INSTALL
STOP THE BLEED KITS AND ITS MONITORING SERVICES AT
ALL CITY PARKS AND FACILITIES; PROVIDING FOR
INSTRUCTIONS TO THE CITY MANAGER; PROVIDING FOR
THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens is committed to ensuring public access to
vital life safety equipment in our parks and city facilities because the safety, health, and
wellness of our community remains a top priority; and
WHEREAS, rapid control of bleeding at the scene of the event can be life-saving
blood loss is the leading cause of preventable death in multiple casualty events and can
also result from everyday events such as a motorcycle crash or an industrial accident;
and
WHEREAS, Bleeding Control Kits are designed to provide essential equipment
that empowers the general public to act as immediate responders in stopping life
threatening bleeding that are proven to help to save lives and help to reduce the response
time of individuals who need to act rapidly to control the loss of blood from severely
bleeding injuries; and
WHEREAS, The Bleeding Control Kits are housed in cabinets affixed to poles
enabling park visitors the ability to call 911 for emergencies while providing advanced
lifesaving measures by accessing a bleeding control kit before paramedics arrive; and
WHEREAS, Councilman Robert Stephens is requesting the City of Miami Gardens
install cabinets with Stop the Bleed kits and its monitoring services at all parks and city
facilities to be determined and executed by the city manager.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the city to purchase and install cabinets with Stop the Bleed kits and
monitoring services at all parks and city facilities to be determined and executed by the
city manager.

Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON JULY 26, 2023.
