CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, July 12, 2023, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Katrina Wilson, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Reggie Leon, and Councilman Robert Stephens. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilman Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes - June 14, 2023 4.2. Regular City Council Meeting Draft Minutes – June 28, 2023 A motion offered by Councilman Leon, seconded by Councilwoman Campbell, to approve the minutes passed and carried by a 7 to 0 roll call vote of the City Council. ORDER OF BUSINESS The following items were added to the Agenda: DocuSign Envelope ID: EF4ED36C-6C36-42A7-A500-2708D2C3C242 Page 2 of 7 Regular City Council Meeting July 12, 2023 6.2 - HAITIAN HERITAGE ESSAY SCHOLARSHIP CONTEST 6.3 - SPECIAL PRESENTATION BY COUNCILMAN REGGIE LEON Mayor Harris withdrew item 11.1 from the Agenda. A motion to approve the Agenda as amended passed and carried by a unanimous voice vote. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. SPECIAL PRESENTATION BY THE CITY MANAGER. City Manager Cameron Benson appeared before the City Council and provided a development update on the 35-acre property and the planned development of the Miami Gardens Pace District. City Manager Benson indicated the Miami Gardens Pace District will include a Performing Arts Center, Black Box Theater, Youth Center, Stem Facility, Culinary Arts Institute, Flex Space for Higher Education Initiative, and Hotel. City Manager Benson continued to answer questions posed by the Mayor and City Council. City Manager Benson requested direction from the City Council to move forward with the development of the Miami Gardens Pace District as presented. A motion made by Councilman Leon, seconded by Councilwoman Julien, to move forward with the development of the Miami Gardens Pace District as presented passed and carried by a 7-0 voice vote. 6.2. SPECIAL PRESENTATION BY THE CITY MANAGER City Manager Benson introduced Police Chief Delma Noel-Pratt and Sergeant Emmanuel Jeanty who brief the Council on the City of Miami Gardens Police Explorer Academy in partnership with the Police Departments of Hialeah and Hallandale Beach. 6.3. HAITIAN HERITAGE ESSAY SCHOLARSHIP CONTEST. Councilwoman Julien recognized the following winners of the Haitian Heritage Essay Scholarship Contest: 1st Place - Daniella Occilien, 5th Grade, Barbara Hawkins Elementary School 2nd Place - Reginald Andre, Jr., 11th Grade, Calvary Christian Academy DocuSign Envelope ID: EF4ED36C-6C36-42A7-A500-2708D2C3C242 Page 3 of 7 Regular City Council Meeting July 12, 2023 3rd Place - Clint John, Jr., 7th Grade, Norland Middle School 6.4. SPECIAL PRESENTATION BY COUNCILMAN REGGIE LEON. Councilman Reggie Leon introduced Miami-Dade Clerk of Court Juan Fernandez-Barquin who reported on the future initiatives in partnership with the City. 7. PUBLIC COMMENTS Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL, appeared before the City Council requesting the Council consider the City Council make amendments to Section IV "Application for Public Music-Broadcast Permit" of the Miami Gardens Code of Ordinance. Tania Andre, 1418 NW 298th Street, Miami Gardens, FL, appeared before the City Council and invited the Council to the Maruno Project Kids United Event. 8. ORDINANCE(S) FOR FIRST READING: 8.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AMENDING CHAPTER 16, ARTICLE III, SECTION 16-57 ENTITLED “MAINTENANCE OF PROPERTY, BUILDINGS, STRUCTURES, WALLS, FENCES, SIGNS, PAVEMENT, LANDSCAPING AND DRAINAGE FACILITIES”; PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION IN CODE; PROVIDING AN EFFECTIVE DATE. Councilwoman Campbell provided an overview of the Item. A motion was made by Councilman Leon, seconded by Councilwoman Julien, to approve the Ordinance on First Reading. Vice Mayor Wilson recommended amending the item to address lighting, pressure washing, and signage on commercial properties. Attorney Dickens indicated the amendments recommended by Vice Mayor Wilson should be addressed in a separate Ordinance as it relates to property standards. Nonetheless, the City Attorney's Office will work with Vice Mayor Wilson to bring forward an appropriate Ordinance. After further discussion, Mayor Harris called the question. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AMENDING TO ADD CHAPTER 18, ARTICLE III, DIVISION 8, SECTION 18-249, ENTITLED “SMOKING IN THE PARKS IS PROHIBITED” OF THE CITY OF MIAMI GARDENS CODE OF ORDINANCES; PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION IN CODE; PROVIDING AN EFFECTIVE DATE Councilwoman Julien provided an overview on the item. A motion was made by Councilman Leon, seconded by Councilman Stephens, to approve the Ordinance on first reading. After deliberation on the item, there was consensus to schedule a workshop to further discuss the parameters of the Ordinance. The Item was withdrawn. 9. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA IN SUPPORT OF THE IMPLEMENTATION OF THE FORMULA ONE COMMUNITY BENEFITS PROGRAM THAT BENEFIT RESIDENTS AND SMALL BUSINESSES LOCATED IN THE CITY OF MIAMI GARDENS NUN PRO TUNC; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. This item was withdrawn from the Agenda. 11.2.
