CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Sep 13 2023, beginning at 5:45 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Katrina Wilson, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Reggie Leon, and Councilman Robert Stephens. Also, in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Vice Mayor Wilson delivered the Invocation. 3. PLEDGE OF ALLEGIANCE Recited in unison. 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes –July 26, 2023 A motion offered by Councilwoman Julien, seconded by Councilwoman Campbell, to approve the minutes passed and carried by a 7 to 0 roll call vote of the City Council. 5. ORDER OF BUSINESS Item 11.4 was pulled from the Consent Agenda. A motion made by Councilman Leon, seconded by Councilwoman Campbell, to approve the Agenda as amended passed and carried by a unanimous voice vote. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. STATE LEGISLATION UPDATE BY CITY LOBBYIST YOLANDA CASH JACKSON. Mayor Harris introduced Attorney Yolanda Cash, City State Lobbyist, who presented the State Legislative update. SPECIAL PRESENTATION BY COUNCILWOMAN SHANNON CAMPBELL Councilwoman Shannon Campbell recognized the first City Council of the City of Miami Gardens which included the Honorable Mayor Shirley Gibson, Vice Mayor Arron Campbell, Councilwoman Audrey King, Councilman Melvin Bratton, Councilwoman Barbara Watson, Councilwoman Sharon Pritchett, and Councilman Oscar Braynon. 6.3. SPECIAL PRESENTATION BY COUNCILMAN REGGIE LEON Councilman Reggie Leon recognized the following Miami Gardens Veterans who took part of the Honor Flight:  Fred Douglas  Ronald Gordon  Johnny Mobley  Foyer Fisher  Dan Rolled  Louis Hilton  Bland Williams  Sedric Stewart  Timothy Williams  Woodrow Wilson  John Ziegler 7. PUBLIC COMMENTS Gabriel Growl, Miami Gardens, FL, appeared before the City Council and provided recommendations for improvements at Lake Steven Park. Angelo Garcia, 16330 NW 45th Avenue, Miami Gardens, FL, appeared before the City Council and raised concerns regarding a safety issue. Asheena Morris, representing the Urban Health Partnership, appeared before the City Council and thanked the Council for their continued support as it relates to hunger awareness. Claude Brown, 20520 NW 15th Avenue, Miami Gardens, FL, appeared before the City Council and raised concern on Miami-Dade County Police Department issuing citations to individuals who provide transportation services via Golf Carts for events that take place at Hard Rock Stadium. Maria Alvarez, 19036 NW 46th Avenue, Miami Gardens, FL, appeared before the City Council and requested the City's assistance in repairing the roadway infrastructure of the Kings Gardens community. Tamara Efford, 3460 NW 211st Street, Miami Gardens, FL, appeared before the City Council and spoke in support of Item 11.5. Orlando Torrez, representing Verra Mobility, appeared before the City Council and spoke in support of Item 11.5. Stephanie Russel, 3974 NW 167th Street, Miami Gardens, FL, appeared before the City Council and spoke in support of Item 11.5. Clint John, appeared before the City Council and spoke in support of Item 11.5. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, SUPPORTING SEPTEMBER AS SICKLE CELL AWARENESS MONTH AND REQUESTING THAT SEPTEMBER BE RECOGNIZED AS SICKLE CELL AWARENESS MONTH IN THE CITY OF MIAMI GARDENS; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Councilman Stephens spoke in support of the item; however, he recalled that former Councilwoman Lillie Q. Odom sponsored a Resolution already recognizing the month of September as Sickle Cell Awareness Month. Therefore, he requested staff moving forward to have a mechanism in place to insure we are not duplicating Resolutions. QUASI-JUDICIAL ZONING HEARINGS/JENNINGS DISCLOSURE: Nakeischea Smith, Planning and Zoning Director, provided the rules for Quasi- Judicial Zoning Hearings. City Clerk Bataille administered the Oath of Truthfulness to all interested parties. City Manager Benson introduced Planning and Zoning Director Nakeischea Smith who provided a presentation on the item where she indicated staff's recommendation of approval. Mayor Harris opened the floor for public comment. There being no public comment, Mayor Harris closed the floor. A motion was made by Councilwoman Julien, seconded by Councilman Stephens, to approve the Resolution. Answering a question posed by the Manager, Director Smith confirmed the address of the applicant.
