A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, AUTHORIZING THE CITY MANAGER AND
CITY ATTORNEY TO NEGOTIATE A PROFESSIONAL
SERVICES AGREEMENT WITH REDSPEED TO PROVIDE
SPEED DETECTION SYSTEMS IN SCHOOLS ZONES IN
SUBSTAINTIAL FORM AS THAT AGREEMENT ATTACHED
HERETO AS EXHIBIT “A”; PROVIDING FOR THE ADOPTION OF
REPRESENTATION; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, during the 2023 State Legislative Session, House Bill 657 was signed
into law authorizing counties and municipalities to install speed detection systems to
enforce speed limits in school zones, and
WHEREAS, RedSpeed has the exclusive knowledge, possession, and ownership
of certain equipment, licenses, and processes referred to collectively as the Speed Photo
Enforcement System to provide the speed detection systems, and
WHEREAS, Councilwoman Linda Julien recommends that the City Council
authorize to City Manager and City Attorney to negotiate a professional services
agreement with RedSpeed to install cameras and speed detection systems in school
zones in the City, and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager and City Attorney to negotiate a professional services
agreement with RedSpeed to provide speed detection systems in school zones in
substantial form as that agreement attached hereto as Exhibit “A”.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON SEPTEMBER 13, 2023.
