A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING REQUEST FOR
PROPOSAL (RFP) NO. 22-23-017, CITY OF MIAMI GARDENS
HOLIDAY LIGHTING AND DECORATIONS TO SOUTH FLORIDA
LIGHT TEAM LLC D/B/A “MIAMI CHRISTMAS LIGHTS”;
AUTHORIZING THE CITY MANAGER TO PROCEED WITH
NEGOTIATIONS AND EXECUTE AN AGREEMENT FOR THIS
PURPOSE; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on April 20, 2023, staff issued Request for Proposal (RFP) No. 22-23-
017 City of Miami Gardens Holiday Lighting and Decorations, and
WHEREAS, proposals were received from four (4) proposers: Artistic Holiday
Designs, LLC., Brandano Displays, Inc., Light 'Er Up LLC., and South Florida Light Team,
LLC, d/b/a “Miami Christmas Lights” and each proposal was publicly read, and
WHEREAS, on May 31, 2023, an Evaluation Committee meeting was held, the
Evaluation Committee determined that all four firms were responsive to the requirements
of the RFP, and
WHEREAS, the Evaluation Committee scored and ranked the firms and
recommended the first-ranked proposer, South Florida Light Team, LLC, d/b/a “Miami
Christmas Lights” for the award, and
WHEREAS, City Staff recommends that the City Council award RFP No. 22-23-
017, City of Miami Gardens Holiday Lighting and Decorations to South Florida Light Team
LLC d/b/a “Miami Christmas Lights”, and authorize the City Manager to proceed with
negotiations and execute an agreement,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards Request for Proposal (RFP) No. 22-23-017, City of Miami Gardens
Holiday Lighting and Decorations to South Florida Light Team LLC d/b/a “Miami
Christmas Lights.” Further, the City Council of the City of Miami Gardens hereby
authorizes the City Manager to proceed with negotiations and execute an agreement for
this purpose.

Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON SEPTEMBER 13, 2023.
