A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING REQUEST FOR
QUALIFICATIONS (RFQ) NO. 22-23-035, CITY OF MIAMI
GARDENS PERFORMING ARTS CENTER ARCHITECT TO
SYNALOVSKI ROMANIK SAYE, LLC FOR ARCHITECTURE
SERVICES; AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE AN AGREEMENT FOR THIS
PURPOSE; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on July 27, 2023, staff solicited Request for Qualifications (RFQ) No.
22-23-035, City of Miami Gardens Performing Arts Center Architect via Bidsync inviting
qualified architect vendors to submit proposals to provide Architectural Services for the
City of Miami Gardens Performing Arts Center, and
WHEREAS, proposals were received from twenty-two (22) vendors, and
WHEREAS, on October 4, 2023, a Selection Committee meeting was held and the
Selection Committee determined that all twenty-two (22) vendors were responsive and
responsible to the requirements of the RFQ, and
WHEREAS, after preliminary scoring, the Selection Committee shortlisted five (5)
vendors, Arquitectonica International Corporation, Currie Sowards Aguila Architects, Inc.,
Justin Architects, P. A, R.J. Heisenbottle Architects, PA and Synalovski Romanik Saye,
LLC., and
WHEREAS, on October 23, 2023, the Selection Committee heard presentations
from the five shortlisted vendors. After the presentations the Selection Committee
completed final scoring and ranked the five vendors and recommended awarding
Request for Qualifications No. 22-23-035, City of Miami Gardens Performing Arts Center
Architect to Synalovski Romanik Saye, LLC, and
WHEREAS, City Staff recommends that the City Council award RFQ No. 22-23-
035, City of Miami Gardens Performing Arts Center Architect to Synalovski Romanik
Saye, LLC, and authorize the City Manager to proceed with negotiations and execute an
agreement, and should negotiations fail, authorizes the City Manager to negotiate and
execute an agreement with the next ranked firm,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.

Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards Request for Qualifications (RFQ) No. 22-23-035, City of Miami Gardens
Performing Arts Center Architect to Synalovski Romanik Saye, LLC. Further, the City
Council of the City of Miami Gardens hereby authorize the City Manager to proceed with
negotiations and execute an agreement for architecture services and should negotiations
fail, authorizes the City Manager to negotiate and execute an agreement with the next
ranked firm.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON NOVEMBER 8, 2023.
