A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING REQUEST FOR
QUALIFICATIONS (RFQ) NO. 22-23-036, CITY OF MIAMI
GARDENS PERFORMING ARTS CENTER PROJECT
CONSTRUCTION MANAGER AT RISK TO NV2A GROUP, LLC;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE A CONTRACT FOR THIS PURPOSE; PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, on August 14, 2023, Request for Qualifications (RFQ) No. 22-23-036
City of Miami Gardens Performing Arts Center CMAR was solicited via Bidsync, inviting
qualified vendors to submit proposals to provide Construction Manager at Risk Services
for the City of Miami Gardens Performing Arts Center project, and
WHEREAS, on September 21, 2023, proposals were received from three (3)
vendors; Gulf Building, LLC, NV2A Group, LLC and OHLA Building, Inc, and
WHEREAS, on October 17, 2023, a combined Selection Committee meeting was
held and the Selection Committee determined that all three (3) vendors were responsive
and responsible to the requirements of the RFQ, and
WHEREAS, after preliminary scoring, the Selection Committee heard
presentations from the three vendors, and
WHEREAS, following presentations the Selection Committee completed final
scoring and ranked the three vendors and recommended awarding Request for
Qualifications No. 22-23-036 City of Miami Gardens Performing Arts Center CMAR to
the number one ranked firm NV2A Group, LLC, and
WHEREAS, City Staff recommends that the City Council award Request for
Qualifications No. 22-23-036 City of Miami Gardens Performing Arts Center CMAR to
NV2A Group, LLC, and authorize the City Manager to negotiate and execute a contract
for this purpose,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards Request for Qualifications (RFQ) No. 22-23-036, City of Miami Gardens

Performing Arts Center Project Construction Manager at Risk to NV2A Group, LLC.
Further, the City Council of the City of Miami Gardens hereby authorizes the City Manager
to Negotiate and Execute a contract for this purpose. Should negotiations fail, City Council
authorizes the City Manager to negotiate and execute an agreement with the next ranked
firm.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON NOVEMBER 8, 2023.
