A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING INVITATION TO BID
(“ITB”) NO. 22-23-004, VISTA VERDE PHASE 4 DRAINAGE
IMPROVEMENTS PROJECT, TO KAILAS CORP.;
AUTHORIZING THE CITY MANAGER TO ISSUE PURCHASE
ORDER(S), AS NEEDED, NOT TO EXCEED THE BUDGETED
AMOUNT OF TWO MILLION FOUR HUNDRED THIRTY
THOUSAND TWO HUNDRED THIRTY DOLLARS
($2,430,230.00) USING DEPARTMENT OF ECONOMIC
OPPORTUNITY COMMUNITY DEVELOPMENT BLOCK GRANT
MITIGATION PROGRAM (CDBG-MIT) FUNDING AND WITH
CITIZENS INDEPENDENT TRANSPORTATION TRUST (CITT)
MATCHING FUNDS; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on July 26, 2023, staff issued Invitation to Bid (ITB) No. 22-23-004-
Vista Verde phase 4 Drainage Improvements Project was solicited via Bidsync, inviting
qualified firms to submit proposals to provide Drainage Improvements, and
WHEREAS, on September 6, 2023, eight (8) proposals were received from Basile
USA LLC, Emerald Construction Corp., Hartec Group., Kailas Corp., Metro Express, Inc.,
RG Underground Engineering, Roadway Construction LLC., and The Strout Group LLC
and each proposal was publicly read, and
WHEREAS, City staff reviewed the proposals for responsiveness and
responsibility, tabulated pricing sheets, and conducted a due diligence review of the firms
and deemed Kailas Corp. the lowest responsive and responsible bidder, and
WHEREAS, The State of Florida Department of Economic Opportunity (DEO)
under the Community Development Block Grant Mitigation Program (CDBG-MIT) and
Citizens Independent Transportation Trust (CITT) Funding will be applied to complete this
project costing Two Million Four Hundred Thirty Thousand Two Hundred Thirty Dollars
($2,430,230.00), and
WHEREAS, City Staff recommends that the City Council award Invitation to Bid
(ITB) No. 22-23-004, Vista Verde phase 4 Drainage Improvements Project, to Kailas
Corp. and authorize the City Manager to issue Purchase Order(s) as needed not to
exceed the budgeted amount of Two Million Four Hundred Thirty Thousand Two Hundred
Thirty Dollars ($2,430,230.00) using Department of Economic Opportunity Community
Development Block Grant Mitigation Program and CITT Matching Funds,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:

Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby award Invitation to Bid (ITB) No. 22-23-004, Vista Verde phase 4 Drainage
Improvements Project, to Kailas Corp. Further, the City Council of the City of Miami
Gardens hereby authorizes the City Manager to issue Purchase Order(s) as needed not
to exceed the budgeted amount of Two Million Four Hundred Thirty Thousand Two
Hundred Thirty Dollars ($2,430,230.00) using Department of Economic Opportunity
Community Development Block Grant Mitigation Program and Citizens Independent
Transportation Trust (CITT) Matching Funds.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON NOVEMBER 8, 2023.
