CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Oct 11 2023, beginning at 5:34 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Vice Mayor Katrina Wilson, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Reggie Leon, and Councilman Robert Stephens. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. A motion made by Councilman Leon, seconded by Councilman Stephens, to excuse the absence of Mayor Harris approved and carried by a unanimous voice vote. 2. INVOCATION Councilman Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE Recited in unison. 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes – September 27, 2023 A motion offered by Councilman Leon, seconded by Councilwoman Campbell, to approve the minutes passed and carried by a 6 to 0 roll call vote of the City Council. 5. ORDER OF BUSINESS Councilwoman Julien withdrew item 6.1 from the Agenda. A motion made by Councilman Leon, seconded by Councilwoman Julien, to approve the Agenda as amended passed and carried by a unanimous voice vote. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. RANSOM EVERGLADES SCHOOL DIVERSITY AND INCLUSION PROGRAM PRESENTATION PRESENTED BY COUNCILWOMAN LINDA JULIEN. SPECIAL PRESENTATION BY COUNCILWOMAN LINDA JULIEN. Councilwoman Julien was joined by the City Council, in recognizing breast cancer survivor Sharon Mathis as part of Breast Cancer Awareness Month. 7. PUBLIC COMMENTS Tosha Alice, 17340 NW 29th Avenue, Miami Gardens, FL, appeared before the City Council and requested the City Council establish a senior citizen fund in order to assist seniors who are on fixed incomes that need assistance to resolve code violation. Dorothy J. Morrison, 3535 NW 213th Street, Miami Gardens, FL, appeared before the City Council and spoke in opposition to Formula 1, red light camera traffic safety program, and read speed program. In addition, she requested the City Council review current code enforcement policies. Dorothy Williams, 3611 NW 212th Street, Miami Gardens, FL, appeared before the City Council and shared concerns regarding code enforcement against her property. She continued to request assistance from the City Council to assist with resolving the issues. 8. ORDINANCE(S) FOR FIRST READING: 9. ORDINANCE(S) FOR SECOND READING/PUBLIC HEARING(S) 10. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ALL CONTRACTS AND TO RETAIN CONSULTANTS, AS NECESSARY FOR THE PRODUCTION OF THE 2024 JAZZ IN THE GARDENS FESTIVAL; WAIVING BIDDING PROCEDURES FOR PURCHASES MADE IN CONNECTION WITH THIS FESTIVAL; AUTHORIZING THE CITY MANAGER TO EXCEED HIS PURCHASING AUTHORITY AS NECESSARY FOR THIS FESTIVAL; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. 11.2. QUASI-JUDICIAL ZONING HEARINGS/JENNINGS DISCLOSURE: Nakeischea Smith, Planning and Zoning Director, provided the rules for Quasi- Judicial Zoning Hearings. There being no comments, Vice Mayor Wilson closed the floor. There being no discussion, Vice Mayor Wilson called the question. Mayor Harris arrived at 6:09 PM.
