A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, DIRECTING THE CITY MANAGER
TO DEVELOP A MIAMI GARDENS VACANT PROPERTY
ACQUISITION PROGRAM (VPAP); PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City has experienced exponential growth over the last 10 years,
and
WHEREAS, new properties, both residential and commercial have been
developed and a number of projects are in progress, and
WHEREAS, there are other properties in the City which are vacant and/or
dilapidated that are zoned and/or approved for development but remain undeveloped,
and
WHEREAS, the property may also be unusable for the purposes allowed by local
zoning, and
WHEREAS, the City conducted a distressed property inventory which identified
463 vacant and undeveloped properties, and
WHEREAS, these properties included vacant foreclosed, and vacant economically
underperforming properties, and
WHEREAS, the majority of these vacant properties are concentrated in the
northwest, southwest and southeast portions of the City, and
WHEREAS, vacant undeveloped properties represent a lost opportunity cost to the
City,
WHEREAS, Staff plans to have an updated Distressed Property Search completed
that can be used by the City Manager to invite qualified firms to submit residential and
commercial development proposals for possible public-private partnerships to acquire
and develop these properties,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.

Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby directs the City Manager to develop a Miami Gardens Vacant Property Acquisition
Program (VPAP).
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
