A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY
MANAGER TO ENTER INTO AN AGREEMENT WITH AVENU
INSIGHTS & ANALYTICS, LLC., TO PROVIDE SERVICES FOR
MONITORING OF SHORT-TERM RENTALS WITHIN THE CITY
OF MIAMI GARDENS BY RELYING ON THE CITY OF BLANCO,
TEXAS COMPETITIVELY SOLICITED AGREEMENT AND
PURSUANT TO SECTION 2-757(B)(2) OF THE CITY OF MIAMI
GARDENS CODE OF ORDINANCES; AUTHORIZING THE CITY
MANAGER AND CITY CLERK TO EXECUTE AND ATTEST,
RESPECTIVELY, THAT CERTAIN FIRST ADDENDUM TO THE
AVENU INSIGHTS & ANALYTICS, LLC., CONSULTANT
SERVICES PIGGYBACK AGREEMENT, A COPY OF WHICH IS
ATTACHED HERETO; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City desires to procure services from AVENU Insights & Analytics
for periodic short-term rental count research, property registration, property compliance
monitoring, community outreach, and administration of short-term rental (STR) properties
located within the City, and
WHEREAS, these services will be provided by experienced subject matter industry
experts through the utilization of the City of Blanco - Financial Services competitively
solicited contract, a copy of which is attached hereto as Exhibit A, and
WHEREAS, Section 2-757(b)(2) of the City of Miami Gardens Code of Ordinances
provides an exemption from the bidding requirements when the purchase of commodities
or services is from contracts previously awarded by other governmental entities that were
competitively bid, and
WHEREAS, the City has Four Hundred Ninety-Four (494) identified STR program
properties and the rental fee standard base rate is One Hundred Ninety-Five Dollars
($195.00) per assigned property totaling Ninety-Six Thousand Three Hundred Thirty
Dollars ($96,330.00) annually, and
WHEREAS, funds will be expensed to Account Number 001-29-01-529-340-00,
and
WHEREAS, City Staff recommends that the City Council authorize the City
Manager to enter into an Agreement with AVENU Insights & Analytics, LLC., to provide
services for monitoring of Short-Term Rentals within the City of Miami Gardens by relying
on the City of Blanco, Texas, competitively solicited Agreement and pursuant to Section
2-757(b)(2) of the City of Miami Gardens Code of Ordinances and authorize the City
Manager and City Clerk to execute and attest, respectively, that certain First Addendum
to the AVENU Insights & Analytics, LLC., Consultant Services Piggyback Agreement,

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to enter into an Agreement with AVENU Insights &
Analytics, LLC., to provide services for monitoring of Short-Term Rentals within the City
of Miami Gardens by relying on the City of Blanco, Texas competitively solicited
Agreement and pursuant to Section 2-757(b)(2) of the City of Miami Gardens Code of
Ordinances. Further, the City Council of the City of Miami Gardens hereby authorizes the
City Manager and City Clerk to execute and attest, respectively, that certain First
Addendum to the AVENU Insights & Analytics, LLC., Consultant Services Piggyback
Agreement, a copy of which is attached hereto.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON DECEMBER 13, 2023.
