CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Feb 09 2022, beginning at 7:19 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens, and Councilwoman Katrina Wilson. Also in attendance were: Deputy City Manager Craig Clay, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilman Robert Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes – January 26, 2022 A motion offered by Vice Mayor Leon, seconded by Councilwoman Campbell, to approve the minutes passed and carried by a 7 to 0 roll call vote of the City Council. 5. ORDER OF BUSINESS Item 12.2 was withdrawn by the City Manager's Office. A motion made by Councilman Stephens, seconded by Councilwoman Campbell, to approve the Agenda as amended passed and carried by a unanimous voice vote. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. SPECIAL PRESENTATION BY COUNCILWOMAN SHANNON CAMPBELL. Councilwoman Shannon Campbell presented the restaurant Arline's Restaurant and Seafood with the Positive Forward Progress Award for their continued support of the City's senior citizen population. PUBLIC COMMENTS Mayor Harris welcomed Miami-Dade County Vice Chairman Oliver G. Gilbert III who provided kind remarks to the Mayor and City Council. Gale Cunningham, 19001 NW 14th Avenue, Miami Gardens, FL, provided written communication which stated there are 16 advisory boards/committees in our City government. Six of the nineteen have memberships of zero to 3. The membership is appointed by you Council Persons. Councilwoman Ighodaro, how many appointments have you made to advisory boards/committees since the January 26, 2022 City Council Meeting. The residents have applied and want to be involved. How many appointments have you made Councilwoman Ighodaro? Arthur Swint, 18540 NW 8th Road, Miami Gardens, FL appeared before the City Council and requested the City Council looks into placing speed bumps in his neighborhood. 8. Mayor Harris opened the floor for public comment. There being no comment, Mayor Harris closed the floor. City Attorney Dickens briefed the Council on the item. A motion was made by Vice Mayor Leon, seconded by Councilman Stephens, to approve the item on Second Reading. There being no further discussion, Mayor Harris called the question. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AWARDING REQUEST FOR PROPOSAL- BUILDING OPPORTUNITY SALE OF CITY OWNED PROPERTY FOR THE DEVELOPMENT OF THE PROPERTY IDENTIFIED AS FOLIO NO. 34-2116-013-0080 TO LEGACY DEVELOPMENT ALLIANCE.; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT FOR THIS PURPOSE; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE Deputy City Manager Craig Clay provided an overview on the Item. A motion was made by Councilman Stephens, seconded by Vice Mayor Leon, to approve the Item. Vice Mayor Leon spoke in support of the proposal submitted by Legacy Development Alliance. Councilwoman Wilson spoke on the item and opined as she looked at the proposals she is concerned that the City is losing a sense of community. Councilwoman Wilson continued to speak in support of the proposal submitted by Sunshine Meat & Beverage. Councilman Stephens spoke in support of the proposal submitted by Legacy Development Alliance. A motion was made by Vice Mayor Leon, seconded by Councilman Stephens, to amend the Resolution by inserting the name "Legacy Development Alliance". Councilwoman Wilson requested the item to be deferred. A motion was made by Councilwoman Wilson to defer the item. The motion to defer died due to the lack of a second. Councilwoman Wilson cast the dissenting vote. There being no further discussion, Mayor Harris called the question on the item. A motion offered by Vice Mayor Leon, seconded by Councilman Stephens, to approve the Resolution as amended passed and carried by a 6 to 1 roll call vote of the City Council.
