CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Jul 27 2022, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens, and Councilwoman Katrina Wilson. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilman Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Minutes - June 8, 2022 4.2. Regular City Council Meeting Draft Minutes - June 22, 2022 4.3. Regular City Council Meeting Draft Minutes – July 13, 2022 A motion offered by Vice Mayor Leon, seconded by Mayor Harris, to approve the minutes passed and carried by a 7 to 0 roll call vote of the City Council. 5. ORDER OF BUSINESS Councilwoman Ighodaro withdrew Item 11.5 from the Agenda. Councilman Stephens withdrew Item 6.1 from Special Presentations. Councilwoman Wilson added the following item to the Consent Agenda: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE RENAMING OF CAROL CITY PARK TO “WALT FRAZIER PARK”; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. A motion to approve the Agenda as amended was made by Vice Mayor Leon, seconded by Councilwoman Julien, approved by a 7-0 Voice Vote. SPECIAL PRESENTATION BY THE FLORIDA DEPARTMENT OF ECONOMIC OPPORTUNITY ABOUT THE HOMEOWNER ASSISTANCE FUND PROGRAM. This presentation was withdrawn. 6.2. SPECIAL PRESENTATION BY THE CITY MANAGER. City Manager Cameron Benson was joined by the Mayor, City Council and Police Chief in awarding the Employee of the Quarter to Sergeant Emmanuel Jeanty. 6.3. SPECIAL PRESENTATION BY THE CITY MANAGER. City Manager Benson introduced Assistant to the City Manager (Communications) Tamara Wadley who provided details on the City's Marketing Campaign. 7. PUBLIC COMMENTS Mayor Harris took a moment to recognize Miami-Dade County Vice Chairman Oliver G. Gilbert. Miami-Dade County Vice Chairman Oliver G. Gilbert, 111 NW 1st Avenue, Miami, FL, appeared before the City Council and spoke in support of the City Council considering to name Carol City Park after Former Football Coach Walter Frazier. Mary Reeves, 1521 NW 168th Terrace, Miami Gardens, FL, appeared before the City Council and made comments concerning the Referendum on the August General Election Ballot. In addition, she requested active and transparency as it relates to Community Benefits funds received from the Miami Dolphins. Lastly, she provided remarks regarding her husband and the history of Bunch Park. Yvonne Hard, 16000 NW 17th Court, Miami Gardens, FL appeared before the City Council and spoke in support of a Dr. Ralph Bunch Recognition Project. Janice Coakley, 19681 NW 33rd Avenue, Miami Gardens, FL, appeared before the City Council and made remarks regarding the events placed on the Agenda for approval. She shared concern regarding the political signs placed around the City and time of the budget workshop. Beverly Bush, 3125 NW 205th Street, Miami Gardens, FL, appeared before the City Council and spoke on community pride and beautification. She thanked the City Council for listening and addressing the concerns of the residents. Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL appeared before the City Council and requested the status of the Myrtle Grove Park Improvement Project and the results of the survey. Patricia Wright, 1221 NW 179th Street, Miami Gardens, FL, appeared before the City Council and made remarks concerning the referendum on the upcoming August General Election. QUASI-JUDICIAL ZONING HEARINGS/JENNINGS DISCLOSURE: Alexandra Matos, Principal Planner, provided the rules for Quasi-Judicial Zoning Hearing Items. City Clerk Bataille administered the oath of truthfulness to all interested parties. 13.1 ORDINANCES ON FOR FIRST READING/PUBLIC HEARING(S): 13.1.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AMENDING ARTICLE IX SECTION 34- 287—TABLE 1 OF THE LAND DEVELOPMENT REGULATIONS TO PROVIDE EXTRA REQUIREMENTS FOR HOTELS, MOTELS, AND LODGING; AMENDING ARTICLE IX SECTION 34-288 ENTITLED “USES PERMITTED WITH EXTRA REQUIREMENTS” TO CREATE REGULATIONS FOR HOTELS WITHIN THE ENTERTAINMENT OVERLAY (EO); PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION IN CODE; PROVIDING AN EFFECTIVE DATE. A motion was made by Vice Mayor Leon, seconded by Councilwoman Campbell, to approve the Ordinance on First Reading. Answering a question posed by Vice Mayor Leon regarding Hotel Tax, City Manager Benson indicated a separate item would be necessary to consider a potential Resort Tax in the future. Councilwoman Julien spoke in support of this Item. There being no further comments, Mayor Harris called the question. Mayor Harris opened the floor for public comment. Janice Coakley, 19681 NW 33rd Avenue, Miami Gardens, FL, appeared before the City Council and questioned how this item affects the residents of the City. There being no further comments, Mayor Harris closed the floor. Referencing the comments made by Ms. Coakley, Councilman Stephens stated the purpose of this Ordinance is to allow educational institutions to have dormitories on their campus. A motion offered by Vice Mayor Leon, seconded by Councilwoman Julien, to approve the Ordinance on Second Reading passed and carried by a 7 to 0 roll call vote of the City Council. REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK (3 MINUTES EACH) City Manager Benson recognized Ms. Thamara Larousse who is the recipient of the 2022 REACH Lark Galloway-Gilliam Awards for advancing health equity challenges. City Manager Benson recognized all staff members who was tasked with assisting the Rolling Loud Event. City Attorney Dickens provided a brief update on the Water Surcharge Litigation against the City of North Miami Beach. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES EACH) Councilman Stephens reported on the following sponsored initiatives:  Sickle Cell Wellness and Awareness in the Park  Loads of Hope  Table Talk Tuesday  Interfaith Round Table  Back to School Bash & Book Bag Giveaway Councilwoman Ighodaro reported on the following sponsored initiatives:  Ruby Lee Johnson 102nd Birthday Recognition Councilwoman Ighodaro thanked staff for their assistance with the homeless issues within her residential area. Councilwoman Julien provided a report on her participation with Miami Dade Transportation Planning Organization's (TPO) Smart Program Peer Exchange and the transportation concepts that can benefit Miami-Dade County and City of Miami Gardens. Councilwoman Julien reported on the following sponsored initiatives:  Mango Festival  Quarterly Community Clean-Up  Know Your Rights Renter's Workshop Councilwoman Campbell stated let's focus on positive forward progress. Councilwoman Wilson addressed the comments made by Ms. Hughes. Councilwoman Wilson reported on the following sponsored initiatives:  First Jamaican Pre-Independence Armature Soccer Tournament  Quarterly Clean-Up with St. Thomas University  Meet Me Monday Vice Mayor Leon spoke on the referendum placed on the upcoming City Election. City Attorney Dickens further explained the upcoming referendum and she further explained state legislative changes which does not allow the City to spend resources to educate residents on proposed referendums. Mayor Harris spoke on the upcoming Council recess and indicated the City Council will still be available to address citizen concerns during the recess. 16.
