CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, May 25 2022, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens, and Councilwoman Katrina Wilson. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilman Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes - March 23, 2022 4.2. Regular City Council Meeting Draft Minutes - April 13, 2022 4.3. Regular City Council Meeting Draft Minutes – April 27, 2022 A motion offered by Vice Mayor Leon, seconded by Councilwoman Campbell, to approve the minutes passed and carried by a 7 to 0 roll call vote of the City Council. 5. ORDER OF BUSINESS Councilwoman Julien added a Special Presentation. City Manager Benson added a Special Presentation. City Manager Benson withdrew Item 11.4 from the Agenda. A motion made by Vice Mayor Leon, seconded by Councilwoman Julien, to approve the Agenda as amended passed and carried by a 7-0 Voice Vote. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. SPECIAL PRESENTATION BY COUNCILWOMAN LINDA JULIEN. SPECIAL PRESENTATION BY THE CITY MANAGER. City Manager Benson was joined by the Mayor, City Council, and Directors in recognizing Community Development Director Jeanette Smith on her retirement. 7. PUBLIC COMMENTS Sonia Flowers, 17435 NW 17th Avenue, Miami Gardens, FL, appeared before the City Council with various residents to present Councilwoman Ighodaro a token of appreciation for her Sponsored Mother's Day Initiative. Audry Ward, 3351 NW 189th Street, Miami Gardens, FL, appeared before the City Council and requested the status of the Myrtle Grove Park Improvement survey and when will the project commence. Christine Malcom, 18910 NW 31st Avenue, Miami Gardens, FL 33056, appeared before the City Council and shared concerns regarding residential comments and questions being answered at City Council sponsored Town Hall Meeting. In addition, she shared concerns regarding the City being proactive in providing information to the residents. Alexandra Hughes, 600 NW 210th Street, Miami Gardens, FL appeared before the City Council and shared concerns on environmental hazards around the City. 8. ORDINANCE(S) FOR FIRST READING: 9. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, ALLOCATING FUNDS FROM COUNCILWOMAN SHANNON CAMPBELL’S SPECIAL EVENTS ACCOUNT IN THE AMOUNT OF TWO HUNDRED FIFTY DOLLARS ($250.00) TO SUPPORT THE MIAMI DADE COUNTY SCHOOL BOARD ANNUAL STUDENT OF THE YEAR AWARD CEREMONY LUNCHEON; PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. 11.2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, ALLOCATING FUNDS FROM COUNCILMAN STEPHENS’ PUBLIC AFFAIRS ACCOUNT IN AN AMOUNT NOT TO EXCEED ONE THOUSAND DOLLARS ($1,000.00) IN SUPPORT OF THE BETA BETA LAMBDA CHAPTER OF ALPHA PHI ALPHA FRATERNITY, INCORPORATED EDUCATION FOUNDATION SCHOLARSHIP; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. 11.4. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AWARDING INVITATION TO BID (ITB) NO. 21- 22-015 PAINTING FOR THE CITY OF MIAMI GARDENS MUNICIPAL COMPLEX TO QUICK PAINTING GROUP CORP., AUTHORIZING THE CITY MANAGER TO ISSUE A PURCHASE ORDER FOR THIS PURPOSE NOT TO EXCEED THE BUDGETED AMOUNT; PROVIDING FOR THE ADOPTION OF REPRESENTATION; PROVIDING FOR AN EFFECTIVE DATE. This Item was withdrawn from the Agenda. A motion offered by Vice Mayor Leon, seconded by Councilwoman Campbell, to approve the Consent Agenda passed and carried by a 7 to 0 roll call vote of the City Council. QUASI-JUDICIAL ZONING HEARINGS/JENNINGS DISCLOSURE: Nakeischea Smith, Planning and Zoning Director, provided the rules for the Quasi-Judicial Zoning Items. City Clerk Bataille administered the oath of truthfulness to all interested parties. Director Smith indicated the City has received communication that at this time the applicant has withdrawn this application. No further action taken on this item by the City Council. 14. REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK (3 MINUTES EACH) City Manager Benson acknowledged Chief Delma Noel-Pratt for becoming the first African American Female President of the Miami Dade County Association of Chiefs of Police. City Manager Benson acknowledged Building Official Osvaldo L. Diaz as the recipient of the Broward Officials Association of Florida Building Official of the Year Award. 15. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES EACH) Councilman Stephens indicated the City welcomes the feedback of the residents on how to improve quality of life during the Formula One Event. Councilman Stephens spoke on the Aggressive Driving Detail initiative taking place within the City to reduce speeding around the City.
