Short Title: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AWARDING A A BID TO METRO EXPRESS, INC. FOR THE N.W. 38TH COURT DRAINAGE IMPROVEMENT PROJECT IN THE
AMOUNT OF ONE HUNDRED THIRTY‐THREE THOUSAND, EIGHT HUNDRED FIFTEEN DOLLARS AND FIFTY‐FIVE CENTS ($133,815.55); AUTHORIZING THE CITY MANAGER AND THE CITY CLERK TO EXECUTE AND ATTEST RESPECTIVELY,
THAT CERTAIN AGREEMENT, A COPY OF WHICH IS ATTACHED HERETO AS EXHIBIT “A”, FOR THIS PURPOSE; PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE. Staff Summary: In 2010, the South Florida Water Management District (SFWMD) informed the City that they had extra funding for stormwater projects. Therefore,
the City applied and submitted drainage projects from the ITEM K-2) CONSENT AGENDA RESOLUTION Bid to Metro Express Inc
1515 NW 167 Street, Building 5 Suite 200 Miami Gardens, Florida 33169 City’s Stormwater Master Plan and other flooding areas reported by residents. These stormwater drainage projects
will consist of design, permitting, and construction of a French Drainage System with catch basins. The projects will be designed to addresses the flooding of local roads where flood
stage elevations exceed the crown of the road. The SFWMD has funded the drainage projects for the area on NW 38 Court to NW 38th Avenue and NW 210th Street to NW 201th Terrace. Funding
provided from SFWMD is $75,000.00 the remainder funding is available from the City’s Stormwater fund. Specifications were prepared by City staff and Chen and Associates for 38th Court
Residential Area Drainage Improvements Project and posted Bid #10‐11‐066 July 7, 2011. A broadcast notice was sent to 1202 vendors. Forty‐two bid packages were requested. The bids were
opened on August 18, 2011. Fourteen bids were received and publicity read. Bids were evaluated for compliance with the specifications and their ability to perform the work. Staff checked
references of the apparent low bidder for past performances, finances, and insurances. All of the references were very favorable, the finances and insurance are sufficient. A copy of
the proposal document and submittals are available at the Assistants to the Mayor and Council’s Office for review. The vendor certifies that it will not require additional staff to perform
contract services, and therefore would not attempt to hire unemployed City of Miami Gardens residents; however, staff will inquire at the pre‐construction meeting. Proposed Action: That
the City Council approve the attached resolution authorizing the City Manager to execute the contract for NW 38th Court Stormwater Drainage Project in the amount of $133,815.55, which
includes a ten percent contingency, to Metro Express, Inc., located in Medley, Florida. Attachment: Attachment A – Tabulation Attachment B – Contract Attachment C ‐Map
