A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING REQUEST FOR
PROPOSAL (RFP) NO. 23-24-007, PLAYGROUND
IMPROVEMENTS FOR ROLLING OAKS PARK TO BLISS
PRODUCTS AND SERVICES, INC.; AUTHORIZING THE CITY
MANAGER TO PROCEED WITH NEGOTIATIONS AND
EXECUTE AN AGREEMENT FOR THIS PURPOSE IN THE
EVENT THAT NEGOTIATIONS ARE NOT SUCCESSFUL WITH
THE 1ST RANKED FIRM, NEGOTIATION WILL COMMENCE
WITH THE NEXT HIGHEST RANKED FIRM; PROVIDING FOR
THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens (hereafter referred to as OWNER or CMG)
has issued this Request for Proposal (RFP) to solicit competitive technical, schedule and
cost proposals from qualified General Contractor Firms (Contractor) to perform
Playground Improvements and Upgrades to Rolling Oak Park, and
WHEREAS, on November 21, 2023, staff issued Request for Proposal (RFP) No.
23-24-007 Playground Improvements for Rolling Oak Park, and
WHEREAS, the RFP proposals were opened on December 21, 2023, and
WHEREAS, proposals were received from Bliss Products and Services, Inc.,
Playcore Wisconsin, Inc dba Gametime, Inc., and Playmore West, Inc, dba Playmore
Recreational Products and Services, and each proposal was publicly read, and
WHEREAS, on January 9, 2024, an Evaluation Committee meeting was held, the
Evaluation Committee determined that all three (3) firms were responsive to the
requirements of the RFP, and
WHEREAS, the Evaluation Committee scored and ranked the firms and
recommended the first (1st) ranked proposer, Bliss Products and Services, Inc., for
award, and
WHEREAS, in the event that negotiations are not successful with the 1st ranked
firm, negotiation will commence with the next highest ranked firm, and
WHEREAS, the Evaluations Committee recommendation of award was posted on
January 9, 2024, and
WHEREAS, Staff recommends that the City Council approve the Evaluation
Committee recommendation for award of RFP No. 23-24-007, Playground Improvements

for Rolling Oak Park to Bliss Products and Services, Inc., and authorize the City Manager
to proceed with negotiations and execute an agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards Request for Proposal (RFP) No. 23-24-007, playground improvements
for Rolling Oaks Park to Bliss Products and Services, Inc. The City Council of the City of
Miami Gardens hereby authorizes the City manager to proceed with negotiations and
execute an agreement for this purpose, in the event that negotiations are not successful
with the 1st ranked firm, negotiation will commence with the next highest ranked firm.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON JANUARY 24, 2024.
