CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Dec 13 2023, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Katrina Wilson, Councilwoman Shannon Campbell, Councilwoman Linda Julien, Councilman Reggie Leon, and Councilman Robert Stephens. Councilwoman Ighodaro was absent. Also, in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilman Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE 4. APPROVAL OF MINUTES 4.1. Special City Councill Meeting - 1st Budget Hearing Draft Minutes - September 13, 2023 4.2. Regular City Council Meeting Draft Minutes – November 8, 2023 A motion offered by Councilman Leon, seconded by Councilwoman Campbell, to approve the minutes passed and carried by a 6 to 0 voice vote of the City Council. 5. ORDER OF BUSINESS Vice Mayor Wilson withdrew Item 12.1 from the Agenda. SPECIAL PRESENTATIONS (5 MINUTES EACH) 7. PUBLIC COMMENTS Sharon Frazier-Stephens, 145 NE 1st Place, Miami Gardens, FL, appeared before the City Council and thanked Vice Mayor Wilson for withdrawing Item 12.1 as the community is requesting a multi-purpose gymnasium. Charles McCoy, 16200 NW 18th Place, Miami Gardens, FL, appeared before the City Council and commended the City Council, Police Department, and Veterans Affairs Committee for the Operation Veterans Stand Down Event recently held. Gale Cunningham, 19001 NW 14th Avenue Road, Miami Gardens, FL, appeared before the City Council and read into the record a written communication from Cathy Coachman Wanza in support of a multi-purpose gymnasium at Myrtle Grove Park and in opposition of Item 12.1. Ronald Harris, 17730 NW 14th Court, Miami Gardens, FL, appeared before the City Council and shared concerns regarding exterior upgrade to Carol City Senior High School, delay on General Obligation Bond Park Improvements, and the Mayor's Golf Tournament Proceeds. Vanessa Wilcox, Miami Gardens, FL, appeared before the City Council and made a statement concerning the City's transparency, integrity, empathy, and accountability. Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL, appeared before the City Council and indicated the residents of Residential Area Seat 4 has been DocuSign Envelope ID: A80D6FB0-0D06-49B5-8ADC-9C6AF4BB822C Page 3 of 11 December 13, 2023 Regular City Council Meeting Minutes waiting patiently for the groundbreaking of the state of the art multi-purpose gymnasium at Myrtle Grove Park as voiced in a recent survey conducted by the City. She shared concerns regarding the voices of the people being heard and encouraged the Council move forward with the groundbreaking of the multi- purpose gymnasium. Marion Brown, 12300 NW 17th Avenue, Miami Gardens, FL, appeared before the City Council and spoke in support of building a multi-purpose center at Myrtle Grove Park. In addition, Mr. Brown shared concerns on the increase of taxes imposed on the residents. Theo Williams, 1391 NW 95th Street, Miami Gardens, FL, appeared before the City Council and spoke on holding a community meeting to receive community input as it relates to item 12.1, more specifically the improvement of Myrtle Grove Park. He continued to speak on the importance on developing for the benefits of the residents. Mary Reese, 1521 NW 158th Terrace, Miami Gardens, FL, appeared before the City Council and thanked Vice Mayor Wilson for withdrawing Item 12.1 in order to allow further conversation with the people in order to come to an agreement and allow the residents' voices to be heard as it relates to the improvement of Myrtle Grove Park. 8. ORDINANCE(S) FOR FIRST READING: 8.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, CHAPTER 6, ARTICLE IV OF THE CODE OF ORDINANCES RELATING TO RENTAL PROPERTIES, A COPY OF WHICH IS ATTACHED HERETO AS EXHIBIT “A”; PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION IN CODE; PROVIDING AN EFFECTIVE DATE. Deputy City Manager Craig Clay provided an overview on the item. Attorney Dickens requested an amendment to Section 6.72(a) of the Ordinance to indicate the annual fee will be established by a separate Resolution. A motion was made by Councilman Leon, seconded by Mayor Harris, to amend section 6.72(a) of the Ordinance to indicate the annual fee will be established by separate Resolution passed and carried by a unanimous voice vote. A motion was made by Councilman Leon, seconded by Councilwoman Campbell, to approve the Ordinance as amended on First Reading. The survey return deadline was no later than April 22, 2022. The results of the Myrtle Grove survey were emailed to me, Rea Hughes, upon request. The Myrtle Grove Community, Residential Area 4, voiced their votes for the gymnasium (see attached email dated 8/22/2022). Email chain dated from January 9, 2023, to January 17, 2023, stems from the Meet Me Sunday meeting held by Vice Mayor Katrina Wilson at Myrtle Grove Park January 8, 2023, are requests for clarification of additional surveys mailed out to the community. Please note on emailed dated January 12, 2023, where it indicates the majority again voted for the gymnasium. The community voted via the survey provided by the City of Miami Gardens, believing their voices would be heard; but the survey was totally excluded from this major decision-making process. Attachment of the Newsletter dated December 2022, under Vice Mayor Katrina Wilson reads, "My constituents mean a lot to me. I am able to improve the quality of life for them. I want to serve them so that they feel valued. I recognize that as a leader and a public servant, people don't get everything they want, but it's important to me that it's a fair process and that they haven't been ignored." The survey is totally excluded from this documentation of the process, ignoring the voices of the community. How does the City of Miami Gardens plan to make this wrong a right by and for "We the People?" The people have spoken! A great majority of respondents said they wanted a gymnasium; however, that item is not on the agenda. As of this writing, Resolution 12.1 does not state this. The will of the people should be carried out by elected officials. The taxpayers elect you with the implicit understanding that you will be their voices in matters of the City. DECEMBER 13, 2023 Our introductory page that introduces who The City Miami Gardens is, States that Miami Gardens prides itself on providing its residents, visitors, and businesses with an unparalleled lifestyle, meeting all your needs within the borders of our thriving community. Stating that, I understand that there was a survey done by the community, will that be taken into consideration during the conversation of spending bond dollars to rebuild the pool at Myrtle Grove, is there another alternative to utilize these funds. Rebuilding an 8- lane pool seems to be a pool for competition? Was a usage study done to make this a good fit for the community as to who would be using an 8-lane pool or what groups would benefit. This is a huge expense to undertake with low to no usage to make the cost worthwhile or valuable to the community. The Betty T. Ferguson Pool is still in disrepair, this is where the Seniors did water aerobics, the attendance was great, the Senior center was promised a Pool but it was never delivered, we were told to go to the Norwood pool down the street It’s not the same and the attendance did not carry over. This is an old community where there are several homes with pools, a pool is very expensive to maintain. There are also 6 portable pools in the school district where drownings are high among our children. Golden Glades Elementary has a portable pool. There are other pools in the community that are accessible to the entire community. Lastly, while Councilwomen Wilson stated that she would pull this item, let’s utilize this opportunity to have a community conversation to discuss the best use for the remainder of the Bond dollars, there are still parks that have not been done. Let's make the best of our resources to benefit the quality of life for the entire community.
